- USTDA has received inquiries as to whether the travel costs associated with U.S. EPA participation will come from the selected Offeror's budget. The answer is no, travel costs of U.S. EPA officials will not come from the Contractor's budget. USTDA has received inquiries regarding whether fee or profit is allowed as part of the fixed price bid. The answer is yes, fee or profit is allowed. USTDA has received further inquiries pertaining to the technical expert contractor mentioned previously: USTDA has received inquiries regarding how the total grant amount was calculated. In response, USTDA established the value with the input of a technical expert contractor. The number was based on experience with similar projects and the specific tasks required in the Terms of Reference. Inquiries included the name of the contractor and whether the contractor would be precluded from bidding. In response, the technical expert contractor is precluded from bidding on the RFP. The name of the contractor is Interdisciplinary Research Consultants -US. USTDA has received inquiries as to whether there is a report available from the technical expert contractor. The answer is no, there is not a report in the library for this Definitional Mission because the mission has not concluded all their recommendations yet. USTDA has received inquiries regarding who is responsible for the cost of the venue for this final workshop mentioned in the Terms of Reference Task 9, and whether registration fees should be used to help cover the cost. In response, where not stated to the contrary, it is prudent to assume that the Contractor will pay venue costs. The question of registration fees for the U.S. participants is up to the Offerer to propose, but the Chinese side shall not be required to pay registration fees. USTDA has received inquiries as to whether Offerors may assume that attendees of the final workshop will be responsible for their own travel, lodging, shipping, and customs fees and costs. In response, one can assume that Chinese participants in the workshop will cover their own travel, lodging and meal costs. USTDA is making this information available for the benefit of all prospective bidders. The response date for this RFP remains 4:00 PM local (Nanjing) time on November 28, 2013.
