Description
Statement of work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 2014-200-18 is issued as a request for quotation (RFQ). This procurement is being conducted under simplified acquisition procedures in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-70. The NAICS code for this procurement is 531910 with a size standard $7.0 million. This is being solicited unrestricted. The quoter shall provide conference space and audio visual equipment in accordance with the attached statement of work. Pricing 1 JB_______ Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition Vendors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quotations. Vendors shall submit their quote via email to Bridget.gauer@HHS.gov no later than the response date stated in this notice. The Government will issue the award to the lowest price vendor that can provide all items on the required delivery date. Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition with no addendum. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause are applicable to the acquisition: 52.204-10, 52.209-6, 52.219-4 ; 52.219-28, 52.222-3, 52.222-21, 52.222-36,52.222-26 52.223-18, 52.232-33, 52.222-41, 52.222-42, 52.222-43, 52.222-44, and 52.222-17, The Contractor shall submit invoices in accordance with the invoice procedures below: INVOICES All invoices shall be submitted via email to amcg.invoices@hhs.gov and copy the CS and the COR. • All improper invoices will be returned to the contractor for further action • Interest on Overdue Payment - Determination of interest due will be made in accordance with the provisions of the Prompt Payment Act. • Payment due Date: a. Unless otherwise specified in the contract, payments under this contract will be made on the 30th calendar day after the later of i. The date of actual receipt of a proper invoice in the office designated to receive the invoice, or ii. The date tasks are formally accepted by the Government. b. If the services covered by a submitted invoice are rejected for failure to conform to the technical requirements of this contract, the provisions stated above (i and ii) will apply to the properly resubmitted documents. To ensure a proper invoice, the invoice must include the following information and/or attached documentation: 1) Name of the business concern, invoice number and invoice date; 2) Contract number, or authorization for delivery of property of performance of services; 3) Description, price, and quantity and services actually delivered or rendered; 4) Shipping and payment terms; 5) Name (where practicable), title, phone number, and complete mailing address of responsible official to whom payment is to be sent; and 6) Other substantiating documentation or information as required by the contract.
