- Draft - Statement of Work - BANTU Sources Sought Notice This is a Sources Sought Notice. This is not a request for proposals, proposal abstracts, or quotations. It is a survey to identify the availability of potential sources only. The United States Agency for International Development (USAID) Mission in Indonesia is performing this market research to determine if an adequate number of organizations are interested in and capable of implementing and managing a program aimed to provide short-term and long-term technical assistance as needed and requested by USAID Indonesia's Office of Health. Purpose/Objective The purpose of the Health Technical Assistance Project (BANTU) is to identify, recruit, hire, administer and support qualified individuals or organizations that will provide short or long-term technical assistance as needed and requested by USAID Indonesia's Office of Health, in particular, to support USAID's GHI and CDCS strategies and priorities. The BANTU project will provide specialized, high-level technical assistance to USAID, USAID-funded programs, the GOI (e.g., the Ministry of Health (MOH), National AIDS Commission, Indonesian Commission for Hospital Accreditation, the Office of the Special Envoy for the MDGs, etc.) parastatal organizations (e.g, Eijkman Institute), sub-national government (e.g., district health office), non-governmental organizations (NGOs), civil society organizations (CSOs), academic institutions, and other research institutes as required. BANTU will identify a pool of diverse Indonesian, expatriate, and regional health, governance, information technology (IT), research, monitoring and evaluation (M&E) and management professionals who are able provide specialized expertise that may be lacking in the health systems but which are critical to the success of Indonesian public health programs. BANTU will maintain an up-to-date database of professionals, consultancy firms, and other short-term technical assistance organizations; as well as develop and maintain a streamlined hiring or procurement process to allow for quick response to Mission needs. Project Components: 1. Identifying, recruiting, hiring, administering and supporting, on a temporary basis, highly qualified individuals, organizations, and subcontractors who will provide short-term technical assistance as needed and requested by USAID/Indonesia. 2. Identifying, recruiting, hiring, administering and supporting highly qualified individual, organizations, or subcontractors that will provide long-term technical assistance as needed and requested by USAID/Indonesia. 3. Establishing and maintaining of a computer-based consultant registry for the range of technical assistance needs required by USAID/Indonesia. Anticipated Period and Place of performance The anticipated period of performance is 5 years. The project will be implemented in selected provinces throughout Indonesia. Submission Guidelines Interested organizations should submit a statement addressing the following: 1. Capacity of your organization to perform the work described above. 2. Past experience implementing similar project activities. 3. Sample of challenges encountered and creative solutions employed to overcome those challenges. 4. Experience working with other stakeholders, including implementing partners on the ground, host country government officials. Statements sent in response to this sources sought notice should not exceed three (3) single - sided pages (including attachments and charts) using an 11 - point font size minimum.
