Description
SOURCES SOUGHT / REQUEST FOR SF-330 1. The Great Lakes Acquisition Center is seeking qualified Architectural / Engineering firms that are CVE verified Service Disabled Veteran Owned Small Businesses (SDVOSB's) to provide design, planning, and to oversee construction of architectural design and related MEP engineering services for various projects at the Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin. Area of consideration is restricted to firms located within a 650 mile radius of the Clement J. Zablocki VA medical Center, Milwaukee, Wisconsin as determined by mapping tool program titled "Free Map Tools.com" at web site http://www.freemaptools.com/radius-around-point.htm. The selected firm shall provide professional services necessary for the design of various in-house, non-recurring maintenance (NRM) and minor construction projects at this Medical Center that are multidiscipline engineering in nature and focused on both Architectural and Engineering Designs (i.e. architectural is primary with support and secondary services as mechanical, electrical, civil structural, computer engineering services, etc.). Services to include, but are not limited to conceptual design, preliminary designs, working drawings and specifications, cost estimating, site visits, miscellaneous reports, and construction period services (CPS). All work will be for the Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin. The VA intends to award an IDIQ contract for a period of one (1) year with the option to extend up to four (4) additional option periods of one (1) year each. Total fees paid under the resultant contract shall not exceed the cumulative amount of $4,999,000 for all five (5) years. Maximum individual work order value shall not exceed $1,250,000 each. The guaranteed minimum value for the contract period is $50,000. Award of individual work orders is contingent upon project funding for each work order. Issuance of a work order shall not be affected until agreement has been reached by the Architect/Engineer (A/E) and the Contracting Officer. Work to be performed shall begin after award and notice to proceed on the work order. 2. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms. The SDVOSB firm must be verified in http://www.vip.vetbiz.gov to be eligible for award. Firms must also have current registrations with the System for Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html. 3. The prime contractor should have registered architects and engineers as members of the firm or team. Prospective firms are reminded that as per FAR 52.219-14: By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for Services (except construction), at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 4. Selection criteria will be based on the following in descending order of importance: a)Proposed Design Approach b)Team Proposed c)Previous Experience of Proposed Team d)Project Control e)Miscellaneous Experience and Capabilities f)Proposed Management Plan g)Estimating Effectiveness h)Location and Facilities of Working Offices i)Sustainable Design j)Awards k)Insurance and Litigation Experience with structural design and CPS support services for parking structures is a plus on this IDIQ contract. Be sure to also include this type of experience for section 4c above. 5. Submit SF-330 documentation by December 02, 2013, 4:00pm CST (local time). SF-330 must be electronically submitted to Dean Regazzi, Contracting Officer at dean.regazzi@va.gov. 6. NAICS code 541330 applies. The Small Business Size Standard is $14.0 million. Award is subject to the availability of funds. 7. No bid packages are available. 8. This is NOT a Request for Proposal (RFP).
