- INTERESTED PARTIES SHALL RESPOND WITH CAPABILITY STATEMENT NOT LATER THAN 12th OF NOVEMBER, 2013. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in. FAR Part 13.3. Capability statements are requested and a written solicitation will not be issued. This synopsis/solicitation reference number is R14PS94006. It is anticipated that multiple BPA awards will be the result of this announcement. This acquisition is set-aside for small businesses. The associated North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541519, Other Computer Related Services with a size standard of $25.5M. PROJECT DESCRIPTION AND PURPOSE: Bureau of Reclamation Upper Colorado Electronic Document Management System (UCEDMS) and Utah Reclamation Mitigation and Conservation Commission (URMCC's) Electronic Library System (ELS) Blanket Purchase Agreement Background -The Upper Colorado Region Information Technology staff has worked for the past 12 years to support the electronic document and records management needs of the Region. Recently the UCEDMS (Upper Colorado Electronic Document Management System) team completed the prototype, installation, and configuration of a newer version of the FileNet software (FileNet P8) which has been used through the history of electronic document and records management. FileNet P8 provides a suite of products, two of which are used in the UCEDMS; Workplace XT - for electronic document management, and Enterprise Records Manager for electronic Records Management. The Bureau of Reclamation office in Salt Lake City, UT is contracted to provide IT support to the Utah Reclamation Mitigation and Conservation Commission (URMCC). As such, URMCC also is implementing an electronic document management system, which it refers to as ELS. However, URMCC is utilizing IBM's Document Manager as its user interface with Content Manager (CM8). URMCC is not using Records Manager at this time. This Blanket Purchase agreement will provide continued support and development, system administration, training and maintenance of the FileNet P8 System (UCEDMS), as well as URMCC's ELS. The systems will continue to support our needs to consolidate, organize, store, and distribute both scientific and program management information in a cost efficient, effective and transparent manner for project management, program management and projects primarily associated with the various lines of businesses in Reclamation and the URMCC UCEDMS supports Reclamation's mission to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public. The primary geographical extent of work under this agreement is defined as the Upper Colorado Region located in various areas within Colorado, New Mexico, Texas, Utah, Arizona, and Wyoming. URMCC's mission is somewhat related to Reclamation's in that it is responsible for mitigating the impacts to fish, wildlife, and related recreation resources caused by Federal water reclamation projects in Utah (particularly the CUPCA- Central Utah Project Completion Act). Work under this BPA shall be accomplished by the issuance of Calls primarily by the URMCC and the Upper Colorado Region, Bureau of Reclamation, in Salt Lake City, Utah. Each Call will include a specific Performance Work Statement for services required. Consultants must show their ability to accomplish the work by providing a relevant production application, and references of customers that can verify their abilities. Below are categories for each statement of work: Training - As required for each Call, the Contractor may be requested to provide training to designated individuals concerning system configuration, as well as upload of information into the database, download of data from the database, query of the database, access to the standard reports, creation of ad hoc reports, and all other features of the EDMS and ELS. The Contractor shall include, troubleshooting issues, documented standards and best practices in the Training Manuals in order to ensure that the EDMS and ELS can effectively and efficiently be utilized. The training and manuals will address the processes designed to meet the unique business requirements gathered, configured, and tested by the various lines of business. System Administration - System Administration work will be performed by the consultant to provide system patches, configuration changes, and training of BOR and/or URMCC staff. The project will be performed with an integrated team approach using resources from contractors, URMCC and BOR staff. "Consultants and BOR/URMCC will work together to update system configuration. Review the design and configuration to ensure the software is utilized to its fullest potential. Consultant will apply system patches as available and scheduled with BOR staff. Manage user accounts and provide expertise and guidance related to system security. "Consultant will provide expertise in the configuration and set up of existing object stores, servers, SAN storage, including but not limited to the performance of the system at local and remote sites. Java Programming - Covers the need to have a java developer with experience using the java api to support specific design and configuration needs of the EDMS and ELS. The project will be performed with an integrated team approach using resources from contractors, URMCC and BOR staff. Records Management (BOR ONLY) - Provides expertise in the design and configuration of an electronic records management system which serves as a component of the FileNet P8 system. Expertise is required in the configuration and design of the following features: "Initializing and applying the disposition sweep feature of the software; adding and utilizing alternate retentions. "Declaration of electronic records. "Working with File Plan containers. "Configuration and applying "holds". "Review and configuration of security settings in RM. "Effectively applying and utilizing marking sets. "Configuration and management of the Records Declaration Object Store - RDOS. "Create and apply links. "Configure auditing and export and view audit logs. "Apply subscriptions and apply RMAutoSynchronizeProperties. "Develop and utilize supplied workflow and assist with development of workflows. Configuration of components - Components of the FileNet P8 software may require implementation and configuration. Consultants will be needed for expertise in these software components and their integration with our existing design and configuration. Additional components include: "Content Collector for File Systems "eDiscovery Manager and Analyzer "eForms URMCC's system is configured and being implemented; however, system use indicates configuration and security changes need to be made to improve the usability of the system. QUALIFICATIONS & SUBMITTALS: Prospective Contractors must be actively registered at https://www.SAM.gov with a valid DUNS number. Vendor must be capable of accepting a charge card as a method of payment. Vendors shall submit a capability statement outlining the vendor's experience, relevant certifications and the firm's ability to deliver all of the supplies and related products outlined in this document. Vendor shall submit three (3) referrals related to past performance in performing relevant server, software, and maintenance of electronic library databases, including private and/or government work. Submittals can be sent electronically to mdale@usbr.gov and shall reference solicitation number R14PS94006. Submittals shall be sent in no later than 4:30 pm MST on November 12, 2013. The government reserves the right to make multiple awards of parent BPA(s) to the best qualified vendors based upon the firms expertise, certifications and qualifications, and past performance. Interested parties are requested to submit a statement of capability outlining the capabilities related to the requirements above. The statement of capability shall also include: a) Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. b) Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. c) DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the System for Award Management (SAM www.sam.gov) to be considered as potential sources. d) The statement of capability shall be UNCLASSIFIED. Blanket Purchase Agreement (BPA) This is a BPA negotiated under the authority of 41 U.S.C 253(g), whereby the vendor shall, subject to the terms of this agreement and any attachments, promptly furnish supplies and/or services ordered under the agreement. The supplies and/or services to be ordered, as stated below, shall be the same as an open charge account. Prices: Shall be based on vendor's current prices that are provided to their most valued customers. Parent BPAs do not require pricing for supplies and services. Upon placement of a BPA call/order the vendor will be asked to supply pricing for the specific needs of the government. BPA calls will be competed amongst active BPA holders to obtain the best price for the government. Extent of Liability: The Government is liable only to the extent of authorized calls actually placed against this BPA for the 5 year period of the agreement.
