Description
Draft Performance Specification Draft SOW 1. NOTICE: This is not a solicitation but rather an information and planning Sources Sought Synopsis (SSS) to determine potential sources for the design, manufacture and fielding of the item described below. 1.1 PURPOSE This is a SSS for market research purposes issued by the Range Threat Systems Program Office at Hill AFB, UT. The purpose of this SSS is to determine what responsible sources exist to assist the Air Force develop a 450 volt, adjustable, regulated, linear, high voltage power supply for the AN/MSQ-T43(V) Modular Threat Emitter (MTE). There is no solicitation available at this time and requests for a solicitation will not receive a response. If a contract is awarded, it is anticipated that it will be a FFP, competitive acquisition. The expected Period of Performance (PoP) is 10 months. The government will use the information obtained from this SSS to determine if this effort can be competitive and/or a total Small Business Set-Aside to include 8(a), Service-Disabled Veteran-Owned, Hub Zone, and Women-Owned small business concerns. The proposed North American Industry Classification Systems (NAICS) Code is 335999 which has a corresponding Size Standard of 500. The Government will use this information to determine the best acquisition strategy for this procurement. The government requests that interested parties who respond to this notice identify, if applicable, your small business status relative to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services provided to the Government and to commercial customers within the past three years. Any responses involving teaming agreements shall delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2.0 PROGRAM DETAILS Air Force Air Combat Command (ACC) has requested the development of a 450 volt high voltage power supply to replace the aging, non-regulated, linear supply. The expected production run + prototypes will be 20-25 units. The MTE is a ground based, mobile, manned, radar training simulator used by the Air Force to train pilots in evasive and countermeasure tactics when threatened by surface to air missiles and anti-aircraft guns. It consists of an operations shelter and a radar pedestal with two high power transmitters. The power supply to be replaced is currently a fixed output, non-regulated, linear supply with a nominal voltage output from 450-470 volts. The replacement supply shall be an adjustable, regulated, linear, supply capable of operation at temperatures from -30 C to 55 C and humidity as high as 95% non-condensing. The AC power source for the system is 3-phase commercial power or by mobile, high power generator. In addition to the design and manufacture of the power supply, this effort requires the contractor to provide field integration support, First Article Test (FAT) and Site Acceptance Test (SAT) in addition to commercial manuals, engineering drawings, support with Technical Order change pages and contractor sponsored PDR, CDR and PCA. The power supply shall be disabled when certain radar faults occur and shall, under limited fault conditions, sink excess modulator bucking current. Respondents whose manufacturing capability meets the USAF requirements will be noted, their response retained and will be notified of any subsequent Requests for Quote (RFQ). Responding to this synopsis does not guarantee that a contract will be awarded to the respondent for the manufacture and build the MTE 450 volt, high voltage power supply. 3.0 DISCLAIMER This SSS is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This SSS does not commit the Government to contract for any service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this SSS. All costs associated with responding to this SSS will be solely at the responding party's expense. Any resulting procurement action will be the subject of a separate, future announcement. The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release. The information received will be utilized by the Air Force in developing its acquisition strategy, Statement of Objectives, Statement of Work, Purchase Description and Specification. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked and clearly identified in accordance with the applicable Government regulations. The Government requests that non-proprietary information be submitted in response to this SSS. However, should proprietary information be submitted, it should be marked "PROPRIETARY", and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. The information in this notice is based on current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements, if applicable, and posted electronically on the Federal Business Opportunities website at www.fbo.gov. Responses to this Sources Sought may or may not be returned. Not responding to this Sources Sought does not preclude participation in any future solicitation, if one is issued.
