Description
National Library Service for the Blind and Physically Handicapped (NLS), Library of Congress, is seeking a contractor to assist NLS in examining and reorganizing within the context of the LEAN/Six-Sigma Process Improvement paradigm the processes and protocols NLS uses in conducting day-to-day operations. This work will focus in two areas: training in the LEAN/Six-Sigma Process Improvement paradigm to improve the skills and abilities of NLS staff to execute project management and to support continuous practice of process improvement. The goal is to establish and maintain a culture of continuous process improvement over the long-term and to address identified areas of need in the short-term. The contactor shall perform the following: A.Work with NLS senior management to develop an appropriate and cost-effective training program to provide designated NLS staff with the appropriate background and skills in the areas of LEAN/Six-Sigma Process Improvement and Project management. B.Execute the training program. C.Provide an à la carte set of services that can be used by NLS senior management to supplement the program in the period following the initial training program in order to ensure successful adoption of a continuous process improvement culture. D.This contract will include a base year and three option years. NLS staff members who will receive training under this contract have little familiarity with Six Sigma concepts and tools, but have considerable experience managing projects. The training program shall be oriented with this starting point in mind. Accessibility. Some NLS staff members who will receive training under this contract have visual impairments preventing the use of conventional printed materials and requiring the use of computer-based assistive technology such as screen magnifiers and screen-reader software. The contractor is required under this contract to ensure that all components of the training program such as onsite training; on-line training (such as websites); consultation; software; and electronic and print resources, must be accessible to all staff members including these individuals. NLS has the capability to emboss documents into braille. The contractor may make use of this ability upon coordination with NLS. Project outcomes and deliverables include: A.Establish and maintain an NLS culture of continuous process improvement over the long-term and to address identified areas of need in the short-term. B.A minimum of twenty NLS managers and supervisors will know and understand the concepts, tools, and benefits of the LEAN/Six Sigma process. C.Selected Agency teams will use Kaizen events to reorganize eight of its processes, guided by the contractor. D.A core of NLS staff will acquire skills necessary to carry out additional events and to champion implementation of a continuous quality improvement/LEAN culture at NLS. Offerors should prepare separate technical and business/cost proposals for the project. The technical proposals must not contain reference to specific costs, although resource information may be included so that the offeror's understanding of the scope of the work may be evaluated. Cost information should be restricted to the business proposal. The Contractor shall provide their entire price list.
