Description
RFQ # CNSHQ14T0002 - Diversity and Leadership Training Americorps National Civilian Community Corps (NCCC) intends to solicit and award a contract for "Diversity in Service Training and Supervisory Skills Training" for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) PART 12 and with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are requested. Solicitation CNSHQ14T0002 will incorporate provisions and clauses that are in effect through the latest Federal Acquisition Circular (FAC) 2005-59 dated 5/10/2012. The North American Industrial Classification System (NAICS) code is 611430, Professional and Management Development Training. The selected contractor's primary responsibility shall be to provide deliver "Diversity in Service and Supervisory Skills" training for NCCC members and team leaders at all 5 AmeriCorps NCCC campuses. The trainings for Team Leaders and Members occur on different dates. This means that there are four training events per campus per year or a total of twenty training trips. Training may occur at each campus from a minimum of 1 to a maximum of 5 days per training occurrence. AmeriCorps NCCC reserves the right to request multiple trainings with varying numbers as defined under the Purchase Description section. The curriculum and all training materials to support AmeriCorps NCCC's Diversity in Service training already exist. There are two curricula, (1) Diversity in Service Team Leader Training and (2) Diversity in Service Corps Member Training. Offerors responding to this requirement should propose on an all or none basis. Partial quotes will be deemed unresponsive and will not be evaluated. The Government will award a Time and Materials Contract (T&M) delivery order as a result of this Request for Quote (RFQ). with a Base and Two Option Years to the responsible offeror whose offer conforms to the requirements as stated in this request for quotation (RFQ) and is most advantageous to the Government based on the lowest price, technically acceptable, in accordance with the Statement of Work. The Government reserves the right to make multiple awards. DELIVERY/PERFORMANCE SHALL 30 Days After Receipt of Order. Evaluation will be made based on the quote submission as follows: The vendor submitting a technically acceptable quote that meets the government's specification, and reflecting the lowest price. Vendor must include descriptive literature such as illustrations, drawings, or a clear reference that demonstrates the furnished items clearly meets the governments specification. If you are not enrolled in CCR you may not be eligible to receive any Government Contracts, please verify enrollment at: www.sam.gov Your quote submittal must, at a minimum show: (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the company's items being offered in sufficient detail to evaluate compliance with the evaluation factors in this solicitation; (5) Price and any discount terms; (6) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Copy of state business license, liability and workman's comp insurance certificates. A quotation submitted in response to this solicitation must be submitted electronically and be comprised of the following sections: Factor 1 - Technical Capability Factor 2 - Key Personnel Factor 3 - Past Performance **Offers that are received without addressing the information as prescribed above may be deemed non-responsive and will not receive consideration for award.** The above criteria will be used to determine technical acceptability. ** The contractor shall submit invoices on a monthly basis. Payment will be made monthly in arrears.** PERIOD OF PERFORMANCE The period of performance consists of a Base year with Two option years Beginning 12/01/2013 through 11/30/2016 SEE ATTACHED REFERENCE DOCUMENTS: - Statement of Work - Evaluation Factors PAYMENT SCHEDULE: The government shall pay the contractor on a monthly basis, upon the submission of proper invoices or vouchers upon completion and acceptance of the services rendered during the preceding month, the prices stipulated in this contract. ELECTRONIC SUBMISSIONS: Offers must be submitted electronically via email to thall@cns.gov U.S. Postal Service, overnight carrier or fax submissions will not be an acceptable form of submittal. Quotations and cover page must be submitted electronically to thall@cns.gov website via FedBizOpps.gov. Offerors that submit quotations without the quotation cover page may be deemed non-responsive and may not receive consideration for award. Please send all questions via email. Please send all questions via email. Questions will be permitted from October 31, 2013 through November 5, 2013. Questions submitted after November 5, 2013 1:00 pm eastern daylight time will not be answered. Clarity and completeness of the offer are of the utmost importance. The offer must be written in a practical, clear and concise manner. It must use quantitative terms whenever possible and must avoid qualitative adjectives to the maximum extent possible.
