Description
TW and TT Clause-Provisions Open Market Purchase SF 1449 - complete 17a., 30 a., b., and c. Combined Synopsis/Solicitation Smoke Oil 2,500 Gallons NAS Pensacola, FL Set Aside: 100% Total Small Business Classification Code: 91 -- Fuels, lubricants, oils & waxes NAICS Code: 324 -- Petroleum and Coal Products Manufacturing/324191 -- Petroleum Lubricating Oil and Grease Manufacturing. The Defense Logistics Agency-Energy (DLA-Energy) is seeking quotations for a total of 2,500 US Gallons from one of the following acceptable smoke oils. The acceptable smoke oils in order of preference are: Canopus 13, Canopus 19, Shell Vitrea 13, Shell Vitrea 22, Shell Carnea W-15, Shell Carnea 22, Conoco Phillips 76, and AeroShell Smoke oil. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Evaluation will be conduction using simplified acquisition procedures in accordance with FAR Part 13. All responsible sources may submit a quotation which shall be considered by the agency. (ii) The solicitation number is SP0600-14-Q-0202 and is a Request for Quotations (RFQ). A Firm Fixed Price contract will be awarded for this solicitation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular February 28, 2013. (iv) This is a small business set-aside and the NAICS code is 324191. (v) Acceptable Smoke Oil (in order of preference): Canopus 13, Canopus 19, Shell Vitrea 13, Shell Vitrea 22, Shell Carnea W-15, Shell Carnea 22, Conoco Phillips 76, and AeroShell Smoke oil. Quantity: 2,500 Gallons total from one of the above listed acceptable smoke oils (vi) Delivery Mode: Tank Wagon (TW) or Tank Truck (TT) with a 60 foot hose. A 4 inch Camlock is needed. The Smoke Oil will be going into a 5,000 US Gallon Tank. It is an above ground tank at NAS Carlos Road. Steel drum deliveries will not be accepted for this purchase. (vii) Delivery Location: NAS Pensacola, Pensacola, FL 32508 FOB Destination: US Navy Blue Angels Delivery Date: November 4, 2013 Delivery Hours: 0800-1400 (viii) FAR 52.212-1, Instructions to Offerors -- Commercial, applies. All quotes shall include the following minimum information: Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, and E-mail. All vendors must have active SAM registration https://www.sam.gov/portal/public/SAM/. (ix) Lowest Price, Technically Acceptable (LPTA) will be used to evaluate the offer under FAR 52.212-2, Evaluation - Commercial. (x) FAR 52.212-3, Offeror Representations and Certifications must be completed. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this Defense Acquisition of Commercial Items. All other local provisions are attached for Tank Wagon and Tank Truck deliveries. (xv) Submit as a per gallon price with all applicable taxes included except for Federal Excise Tax (FET). The price per gallon should also include the cost of transportation and profit. Identify which of the eight acceptable smoke oils is being offered and the mode of transportation for delivery. (xvi) Contract provision F0001/F3.02 on page 6 of continuation sheets must be completed. (xvii) Complete the attached SF 1449, blocks 17a., 30a., 30b., and 30 c.
