Description
Provide a three-phase, 12.47kV overhead feeder (F14) with a mixture of overhead and underground radial taps to transformers to provide electric service to the buildings in the ‘Warehouse' area. Feeder shall include underground concrete encased duct banks, pad mounted and pole mounted transformers, primary and secondary cable, secondary switchgear and incidental related work. Buildings to be served by this feeder: 3212A, 3212B, 3212C, 3217, 8012, 3215, 3216, 3216A, 3216C, 3219, 3223, 3501, 3502, 3504, 3511A (contractor laydown area), Gate 9, and guard shack near B3200. Substation F10 will be the source for the feeder. The feeder will tie to an existing feeder F11 at pole B026. Utilize existing 34kV poles 301-307 and 401-409. Under build the 34kV lines with the 12.47kV feeder on these poles where clearances can be met. Provide pad mount or pole mount transformers for services as indicated in Part 6, Attachment H, Concept Drawing. Provide an extension from existing Feeder F12 to serve Lift Station D as indicated in Part 6, Attachment H, Concept Drawing. Replace the primary overhead line between B001 and B006 with (3) #336 kcmil ACSR and (1) #2/0 AWG ACSR neutral as indicated in Part 6, Attachment H, Concept Drawing. Remove the fused cutouts at pole B006. Replace the poles if necessary. Install new load break disconnect switches and gang operated air break switches as indicated in Part 6, Attachment H, Concept Drawing. Provide 10' crossarms at these locations. Replace the existing guy wires on pole 307 with fiberglass link guy wires. In areas that existing poles are replaced, transfer all cabling, including communications, from the old poles to the new poles. Coordinate with communication companies as required. Clear existing vegetation as needed. Avoid removing entire trees by trimming only what is necessary. After the completion of the construction and successful operational testing of the 12.47kV feeder, remove the existing services serving the same buildings to the maximum extent possible. At a minimum, this includes all abandoned wire, primary and secondary, transformers, switchgear, concrete pads, enclosures, poles, and cutouts. Demolish and dispose of the existing 5kV Substation at F10 including the transformer and switchgear. Return the SEL 351A relay from the 5kV gear to the government. Remove existing Supervisory Control and Data Acquisition, SCADA, wiring back to the PLC and SEL 2030 communication processor. Provide a new DC panel and locate it in the SCADA shed. Reroute the DC circuits to re-feed the remaining 12kV switchgear, SCADA, etc. Provide a source for the new DC panel and existing AC panel inside the SCADA shed from the existing 35kV switchgear. Remove 34.5kV gang operated air switches N7603 and N7605 from poles 302 and 305 respectively. Reconnect the remaining 34.5kV line. THIS IS NOT A SOLICITATION BUT A SYNOPSIS NOTIFICATION. NAICS CODE IS 237130. SIZE STANDARD IS $33.5 MILLION. THE SOLICITATION (N40083-14-R-3204) WILL BE POSTED ON OR AROUND NOVEBMER 13, 2013. DAVIS BACON WAGE RATES WILL APPLY. The financial magnitude of this project is between $1,000,000 and $5,000,000. The period of performance for this project is approximately 240 days after award. Offerors will be required to provide a bid guarantee and bonds. THIS PROJECT IS BEING SET ASIDE FOR SMALL BUSINESSES.
