The Government intends to make award(s) to responsible Offeror(s) for the purpose of completing Preliminary Design Review (PDR), Critical Design Review (CDR), test support, EMD prototypes, and Low Rate Initial Production (LRIP) vehicles to upgrade and sustain the Legacy AAV. The Government intends to award multiple Firm Fixed Price (FFP) contracts for the design phase and down-select to one (1) Contractor to exercise FFP option CLINs for EMD prototypes, LRIP vehicles and testing in support of these vehicles. The Government intends to hold a one-day Pre-Proposal Conference starting at 0800, local time, on 14 Nov 2013 at 105 Tech Parkway, Stafford, Virginia. The Pre-Proposal Conference will be limited to interested prime contractors only with a maximum of two (2) participants per prime contractor traveling at their own expense. Visit requests shall be submitted via email to the PCO (stacey.coolican@usmc.mil) with a copy to (renee.staton@usmc.mil) for coordination. Requests shall be submitted no later than 1400 hours, local time, on 7 Nov 2013. Any questions answered during this conference are not binding to the Government until/if documented in Amendment form and released via the Federal Business Opportunities website. The solicitation is unclassified, although the information contained in the Annex is classified. Classified information will be available but will not be provided to any prospective Offeror unless approved by Marine Corps Systems Command (MCSC) Security. IMPORTANT: If an Offeror is unable to receive the classified annex, and therefore unable to provide a responsive proposal, they will not be eligible to be considered in the evaluation phase and will not receive a copy of the solicitation with all of the attachments. Only U.S. based companies with DSS Facility Clearance at the Secret Level, or higher, will be considered as a prime contractor. All documentation requests and distribution shall be in accordance with the attached DD 254. Award(s) will be made to responsible Offeror(s) whose offer represents the best value to the Government in terms of technical/risk approach, management and schedule, past performance, and price. Evaluation factors are identified in the RFP. It is the Offeror's responsibility to monitor the Federal Business Opportunity's website https://www.fbo.gov for the release of any subsequent amendments. Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments that are listed on FBO.gov and requesting the following limited distribution/classified amendments/annex in accordance with the rules set forth above: Attachment 07: System Specification 07-01: Appendix I to the System Specification (Combat Loads) 07-02: Injury Evaluation Conference Guidelines (June2013) Attachment 08: System Engineering Plan (SEP) Attachment 09: Automotive Mission Profile Attachment 10: Failure Definition Scoring Criteria (FD/SC) Attachment 18: Amphibious Vehicle Test Branch (AVTB) RAM Baseline Test Report (AAVP7A1 RAM/RS) Annex 01: Classified Specifications All questions concerning the RFP shall be submitted to Stacey Coolican at stacey.coolican@usmc.mil with a copy to Renee Staton at renee.staton@usmc.mil. Questions are due no later than 20 November 2013 10:00 hours, Local Time. The Government may not consider questions received after that date and time. Offeror(s) may not direct questions concerning this RFP to technical personnel at Program Manager Advanced Amphibious Assault (PM AAA) or other United States Government personnel (i.e. USMC, PEO, DoN, LOGCOM, CD&I). All questions shall be submitted via email with the subject line [M67854-14-R-0001 Questions] and in the format in Attachment 17 - RFP Question Matrix. NO PHONE CALLS WILL BE ACCEPTED. ALL COMMUNICATION SHALL BE MADE VIA E-MAIL WITH THE CONTRACTING OFFICE.
