- The Department of Veterans Affairs, VA Connecticut Healthcare System intends to negotiate on a sole source basis pursuant to FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements with Bio Fire Diagnostics Inc. of Salt Lake City, UT for the purchase of an estimated 80 RFIT-ASY-0001 Film Array Respiratory Panel Kits V1.7. The Film Array by Bio Fire Diagnostics is the only FDA cleared/approved moderately complex PCR instrument that can perform Virus testing and is not labor intensive. The 80 kits shall be part of an agreement that provides the analyzers needed to perform the Respiratory Virus Testing and incorporate the cost of the kits. This requirement will include the following characteristics: Product Description Presently, we have the analyzers on station and need to extend the agreement to provide the continued patient care of our veterans. Based upon technical market research there is no other commercially available source that can meet our needs. The Film Array Respiratory Panels test for 20 targets for identification. The Film Array integrates sample preparation, amplification, detection and analysis into one simple system that requires 2 minutes of hands-on time and has a total run time of about one hour. No other Virus PCR testing is this simple and available with these attributes and capabilities. Salient Characteristics The Bio-Fire Film Array is a unique multiplex PCR system for the diagnosis of 20 respiratory pathogens (17 viruses and 3 bacteria) in one hour from appropriate respiratory samples. Bio Fire is the only company that makes such equipment at this time. This will benefit our veterans, influence patient management and aid infection control/prevention decisions. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than 11/1/2013 @ 12:00pm. Responses should be sent to James.Corbett2@va.gov. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
