- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. The Army Contracting Command - NJ Fort Dix, New Jersey intends to issue a Request for Quote (RFQ) W15QKN-14-T-1024 for refuse and recycling services at Edgemont USARC/AMSA #31 (G) (PA022), 2101 S Delchester Road, Edgemont, PA 19028-5099 in support of the 99th Regional Support Command. This requirement has been set aside 100% to small business and will be restricted to small businesses only. All other firms are deemed ineligible to participate in this acquisition. The contract period consists of a base period (12 consecutive months from contract award date) with four, 1-year option periods. The associated North American Industry Classification System (NAICS) code is 562111 with a small business size standard of $35.5 Million. The proposed contract is 100 percent set aside for small business. Contractor must be registered in the System for Award Management (SAM) prior to awarding of any contract resulting from this solicitation. A contractor can contact SAM by calling 1-866-606-8220 or locate registration information at www.fsd.gov. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices subject to payment by the Defense Accounting and Finance Office shall be submitted through Wide Area Work Flow. You can register at https://wawf.eb.mil/ BASIS OF AWARD: Award shall be made to a single offeror. Quotes must include prices for each item listed in order that quotes may be properly evaluated. Failure to do this shall be cause for rejection of the entire quote. Award shall be made to a single contractor. Award shall be made to that responsive, responsible offeror whose total aggregate price is low. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's final option period price to the the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period, first option, second option, third option, and one-half of the third option. Quoters are required only to price the base, first, second, and third options. Quoters shall not submit a price for the potential one-half year extension of services period.
