- The Government's answers to additional questions received are provided below: Question 1: Is the Government trying to understand promotion barriers regarding race, gender, age and ethnicity or are they asking contractors to help them better understand their existing workforce? Answer 1: The Government requires a 3rd party vendor to identify any/all barriers to internal promotions at the SEC regarding race, gender, age and ethnicity. Question 2: Is there a more substantive draft SOW available? Answer 2: No. Question 3: Does the 'barrier" research pertain to SEC civilian workforce, companies on the SEC or what? Does this relate to records of brokerage or investment bonds? Answer 3: This barrier analysis will analyze only SEC permanent employees - nationwide. It will not encompass the issuers, or advisors, or other such entities the SEC regulatse.
