- The purpose of this Sources Sought is to obtain potential business sources that can provide support for the continued operations and maintenance of the unique applications, databases, and Senior Leader Development Management System (SLDMS) used by the Army SLD Office. The SLDMS is composed of the Development Opportunities Management System (DOM) and the General Officer Resource Management System (GORMS). Minor enhancements may be required to these systems as user and decision-maker needs evolve. After reviewing the SLDMS requirement interested, capable contractors are invited to provide responses to the following questions. Responses should follow this format and be submitted electronically as one complete document. This sources sought is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. Do not submit a proposal or a quote. This sources sought is for information gathering purposes only in order to identifying potential responsible sources. The Army SLD Office uses the SLDMS to assist in the administration of promotable lieutenant colonels, colonels, and general officers. The SLD Office serves under the operational control of the Chief of Staff of the Army (CSA). The SLD Office relies heavily on technology in its ongoing commitment to meet the demands and expectations of Army senior leaders and the Army General Officers Corps. The SLD Office has several critical applications and databases that aid in the processing of personnel data and information not currently provided by existing Army systems. The SLD Office is a knowledge-centric organization empowering the CSA and Secretary of the Army to make informed decisions with accurate and timely data. Work will be performed at Government facilities in the Washington, DC metro area. Interested, eligible parties are requested to send a short capability brief not to exceed 15 pages, to include size verification, and other supporting documentation that addresses the salient points of the requirement which could include a brief Technical Approach and similar experience based on the attached draft performance work statement. The outcomes required of this effort are: The Contractor must ensure that these systems and associated technology enable the SLD staff and customers served to conveniently and correctly view, add, change, or delete information. The DOM and GORMS modules should be maintained in a Service Oriented Architecture (SOA) presenting a seamless interface between the two (2) main components of the SLDMS. This system is designed as a web-accessed data management system allowing for remote access with a Common Access Card (CAC) in compliance with Department of Defense (DoD) and Department of the Army (DA) security standards and specifications. 1. If not, since it is anticipated that if there is a contract resulting from this sources sought that it will be a cost contract, it will be necessary for you to have an adequate accounting system per FAR 16.301-3(a)(3), is your accounting system adequate to: (1) collect and allocate costs on a contract job order basis, and (2) able to segregate and eliminate FAR 31 Unallowable Costs from billings to the Government? 6. Describe your knowledge and experience in Army Human Resources Systems (AHRS) processes and/or procedures 7. Describe your knowledge and experience in Microsoft ASP,.NET 3.5/4.0, and Java JRE/JDK 8. Describe your knowledge and experience in the maintenance and operation of Microsoft SQL Server 9. Describe your knowledge and experience in the operation, configuration and maintenance of Microsoft Internet Information Server 10.Describe your knowledge and experience in the configuration of AKO Single Sign-On (AKO SSO) 11. Describe your knowledge and experience in the configuration and maintenance of DS Logon (proposed system to replace AKO SSO) 12. Describe your knowledge and experience in the programming knowledge and experience in Microsoft Sharepoint 13. Describe your knowledge and experience in process improvement support 14. Describe your knowledge and experience in the configuration and maintenance of human resource software, specifically software concerning talent management, succession planning and personnel records? 15. For each of the requirements listed above in accordance with the National Defense Authorization Act for Fiscal Year 2013 can you and other small businesses on your teaming arrangement combined accomplish 50% of the work? 16.
