- DLA Aviation Richmond intends to issue a solicitation to procure an 850 Ton Shaft Straightening Press. The solicitation will result in a Firm, Fixed Price Contract with completion required in 170 days ARO. Request for Proposal SPM4A8-14-R-0014 is unrestricted with a fully competition data package. Complete technical data package DLA-A-VIBB 12-11-1009, including all design, fabrication, supplies, labor, accessories, installation, and training requirement, is included as a part of the solicitation. FOB will be at Destination with preliminary inspection at Origin and Final Inspection and Acceptance at Destination. The solicitation is anticipated to issue on 11/14/2013 and close on 12/30/2013. A site visit is scheduled to provide potential contractors the opportunity to the view the installation location on November 25, 2013. Visitors should contact Nate Murphy at the Portsmouth Shipyard no less than seven (7) business days before scheduled date of site visit. All visitors must provide a state of residence, date of birth and social security number to obtain access and must be a U.S. citizen. No camera phones or laptops will be allowed in the shipyard NOTE: All questions generated by the site visit must submitted in writing to the Acquisition Specialist noted on page one of the solicitation no later than 10 days after the site visit. Answers will be provided by an amendment to the solicitation. The FedBizOpps link to DIBBS does not work. A paper copy of this solicitation will not be available to requesters. This solicitation includes provision 52.215-9023 Reverse Auction. Since a Reverse Auction may be conducted, offerors are encouraged to access the ProcureX system to self-register and review the available training tools at dla.procurexinc.com to learn more about how to participate in an auction. Offerors who do not self-register will be loaded at the time of auction by DLA.
