Description

Brand Name Justification NOTICE OF INTENT TO AWARD ON A LIMITED SOURCE/BRAND NAME BASIS The Department of Education, Federal Student Aid (the Department), intends to award on a Brand Name basis under the authority of FAR 13.5 to DTS Software Inc., 4350 Lassiter at North Hills Avenue Suite 235, Raleigh, NC 27609. This procurement is being conducted under Simplified Acquisition Procedures (SAP) for the renewal of software maintenance for Allocation Control Center (ACC) & Space Recover System (SRS) software. The ACC software component is used in the National Student Loan Data System (NSLDS) environment to control the allocation of DASD resources and direct the placement of DASD files based on a set of parameters and rules. The SRS software component is used in the NSLDS environment to dynamically recover from most space allocation failures encountered by batch jobs allowing the job to complete normally in most situations. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified points of contact not later than October 31, 2013 at 9:00 am. EST. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Department not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Department. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Department to Demetrice.parker@ed.gov and john.cutlip@ed.gov with "WTOD" referenced in the subject line.
