Attachment 5: Type III Ambulance Description Attachment 4: VAL Make/Model/Year Lookup Table Attachment 3: Vehicle Price Per Month Attachment 2: Vehicle Lease Performance Work Statement (PWS) Attachment 1: SF 1449 (RFP# FA5706-14-R-0029) 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The 380th Expeditionary Contracting Squadron intends to competitively award a contract for vehicle lease services at Al Dhafra Air Base, Abu Dhabi, United Arab Emirates. The Contractor is to provide safe operational vehicles and service in accordance with the attached Performance Work Statement (PWS). The contractor shall provide the specified vehicles and all services required to keep the vehicles in a safe and operational condition. Vehicles will be delivered within the time line specified in the PWS and must meet the minimum acceptance criteria provided herein. 3. This Request for Proposal (RFP) is number FA5706-14-R-0029 for reference. From this solicitation a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract is expected to be awarded on a Lowest Price Technically Acceptable with Acceptable Past Performance basis. All issued task orders will be Firm-Fixed Price, using the pre-established unit prices included in the IDIQ contract. Contract performance is expected to commence on 15 Dec 2013 and will consist of a base year plus four option years. The Government has no obligation to exercise options, though the options will be included in the overall price evaluation. 4. The offeror must comply with Section L, 52.212-1 "Instructions to Offerors-Commercial Items" and Sections M, 52.212-2, "Evaluation-Commercial Items" of solicitation FA5706-14-R-0029 when submitting a proposal. Also, clauses 52.212-4, and 52.212-5 apply to this acquisition, and can be found within this solicitation. 5. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. 6. All offerors should timely notify the Government of any changes in inventory and market availability that may preclude or delay performance of the delivery schedule and any other terms and conditions stated herein. The Government intends to award an IDIQ contract without discussions; prospective offerors are advised to submit their firm's best offer prior to the quote closing date. The Government reserves the right to conduct clarifications if deemed to be in its best interest. 7. A complete proposal MUST be received no later than 20 November 2013 at 1600 hours Local Time, Abu Dhabi, United Arab Emirates. Please send all quotes via email to Christopher Muntz, christopher.muntz@adab.afcent.af.mil. 8. Please note that proposals submitted through e-mail should not exceed 9MB due to size limitations. The proposals should be broken into separate emails and labeled 1 of 5, 2 of 5, 3 of 5, etc. Any proposals that are late as a result of e-mail issues shall not be considered for award. It is the responsibility of the offeror to ensure proposals are submitted by the deadline. Zip files will not be accepted. 9. DEADLINE FOR QUESTIONS: All questions must be submitted no later than 4:00 PM local time, Abu Dhabi, United Arab Emirates, 17 November 2013. Any questions presented after this date will not be addressed. The government will answer all questions submitted no later than 4:00 PM local time, Abu Dhabi, United Arab Emirates, 17 November 2013.
