Description
Joint Biological Tactical Detection System (JBTDS) W911QY-13-R-0036 Presolicitation Notice The U.S. Army Contracting Center, Natick Contracting Division, on behalf of the Joint Project Manager - Nuclear Biological Chemical Contamination Avoidance (JPM-NBCCA), intends to issue a full and open competition solicitation under FAR Part 15, for the Engineering & Manufacturing Development phase of the Joint Biological Tactical Detection System (JBTDS), to include options for Low Rate Initial Production and Full Rate Production. The JBTDS is envisioned to be a lightweight, low cost, man-portable and battery operable capability set to detect, collect and identify biological pathogens and toxins in a tactical environment. The primary system functions are to detect biological warfare agents (BWA), collect aerosol samples, identify the BWA in the sample, and alert personnel of the presence of a hazard. The JBTDS detector/collector sub-system will provide visual, audible and networked warnings of the presence of biological agents and trigger sample collection. The JBTDS identifier will identify the presence of biological agents and identify specific target species. This effort will require the manufacture of BWA detection, collection, and identification hardware and software, consisting of the aforementioned capabilities linked together through a base communication system to allow real time detection from an independent location. Capabilities include: detector/collector, collector, identifier, and base station communications, each designed to function independently or together as one system. Requirements include the development and delivery of capabilities, engineering data, logistics products, and support to Government testing, training, and fielding. Capabilities will be developed, tested, and purchased to support force protection needs, with the capability to adapt systems in multiple configurations/mission scenarios. The Government does not intend to use FAR Part 12 for this acquisition. It is anticipated a combination cost plus incentive fee, firm fixed price, and cost type contract(s) shall be awarded to a single or multiple contractor(s). In accordance with FAR 16.301-3, the contractor's accounting system must be adequate for determining costs applicable to the contract. The Request for Proposal (RFP) is expected to be issued on or about 6 Dec 2013. The North American Industry Classification System (NAICS) code for this procurement is 541712 with a size standard of 500 employees. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the System for Award Management (SAM) database. Responses to the JBTDS solicitation will be evaluated on a Best Value basis. Proposal costs shall not be reimbursed.
