- This is a Request for Information and Special Notice only, not a Request For Proposal (RFP). DRAFT SOLICITATION: W15P7T-13-R-0075 Disclaimer: The attached DRAFT solicitation is provided for review by industry. Description of the Item(s) Being Procured: The purpose of this DRAFT SOLICITATION, W15P7T-13-R-0075, is to obtain comment against the proposed Request For Proposal (RFP) to support the Army Staff elements charged with Operational Mission Command Modernization and the Training and Doctrine Command (TRADOC) in the analysis, assessment and development of strategic documents and programs for POM FY16-20 and beyond, tied to Army Force Generation Model (ARFORGEN) process. These support areas include development of an Operational Mission Command Portfolio Strategy (i.e. Transport, Applications, Enablers,); Requirements Generation; and Satellite Communications (SATCOM) Support Services. 2. Type of Contract: The award of a Cost-Plus-Fixed-Fee (CPFF) type contract from this DRAFT solicitation subject to the availability of funds. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, competitive acquisition for the single award, Cost-Reimbursement CPFF (CPFF Term, CPFF Completion and Cost) contract. Award will be made to the lowest cost, technically acceptable proposal received. The period of performance shall be one (1) base year with two (2) twelve- month options. As stated in the DRAFT Performance Work Statement (PWS), performance will take place either at the contractor's facilities or at government facility located at Fort Gordon, GA and Washington, DC or a facility designated by the Contracting Officer Representative (COR). 3. Production, Testing, and Maintenance Requirements: This effort provides for the development and to support the Army Mission Command Portfolio modernization effort and US Army TRADOC in the analysis, assessment and development of strategic documents and programs for the Army Mission Command POM tied to the ARFORGEN process. In addition, the DRAFT PWS, SECTION J - ATTACHMENT 0001, specifies requirements for the Contractor to perform ongoing support to be provided. 4. Important Information: All requirements identified in the DRAFT Performance Work Statement (PWS), SECTION J - ATTACHMENT 001, entitled Performance OF Work for Army Mission Command must be met. Any feature proposed by the successful Offeror may be incorporated into the contract at the time of award. The Government reserves the right to incorporate all or part of the Offeror's proposal into the contract. 5. Responses: Only interested SDVOSB firms who believe they are capable of providing the above mentioned services and that meet SECRET clearance requirements are invited to provide comments against the DRAFT solicitation and PWS. 6. Submission of Information: All comments should be in Microsoft Word for Office 2007 or a compatible format. Responses to this DRAFT solicitation shall be unclassified and should not exceed 3 pages in length. Telephone or verbal inquiries regarding this notice will not be honored. Responses to the RFI will not be returned and no feedback or evaluations will be provided to companies regarding their response to this DRAFT solicitation separately. However, a combined Q&A document will be posted to ASFI in conjunction to the official release of the solicitation. All interested parties are invited to submit a response to this DRAFT solicitation on or before 3:00 PM US Eastern Time on 8 November 2013.
