Description
The Naval Air Systems Command (NAVAIR) Aircraft Division, Patuxent River (also referred to as the Naval Air Warfare Center Aircraft Division (NAWCAD)) intends to award a Sole Source Indefinite Delivery Indefinite Quantity (IDIQ) Contract to Raytheon Technical Services Company, LLC (RTSC), Indianapolis. The contract ordering period is anticipated to be five years. The proposed contract will provide technical products and support for the V-22 system and software engineering for the V-22 (PMA-275) Software Support Activity (SSA) and associated avionics products in support of SSA mission system software development and maintenance for Marine MV-22 Osprey Blocks A/B/C and Special Operations CV-22 Osprey Blocks 10/20. The contract will provide engineering products for the V-22 Software Support Activity (SSA) and Mission Planning fleet release software, minimum of one each and maximum of 24 each, in addition to test releases as required. Products include MV-22 and CV-22 related avionics systems, Situational Awareness (SA) systems, V-22 classified and unclassified Laboratories, and V-22 Avionics Simulation Software. The proposed contract also includes 38,400 hours for engineering/acquisition management of avionics products and oversight of the V-22 aircraft Prime Contractor. RTSC possesses intricate knowledge of avionics systems and software, V-22 avionics simulation software, V-22 avionics classified and unclassified laboratories including SIPRnet capability, MV-22 and CV-22 mission planning systems, and related SA products used by the V-22 platform. RTSC is the only known source that has the prerequisite knowledge and expertise required to execute these efforts without significantly impacting schedule and cost constraints of the program. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award is anticipated on or about December 2014. Place of Performance is predominately at the contractor's facility.
