Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR THE PURPOSE OF PROCESS DESIGN AND SIMULATION OF A GAS PROCESS PLANT. The BLM Amarillo Field Office, Helium Operations Amarillo Texas is in the process of determining the acquisition strategy for a Simulation Software which can accurately simulate chemical engineering processes and properties for use in process design. THERE IS NO SOLICITATION AT THIS TIME. This is not a formal solicitation. This sources sought notice is a Request For Information (RFI). This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offeror or their employees regarding this requirement is strictly prohibited. REQUIREMENT: A process modeling software is needed which can accurately compute chemical engineering processes and gas, liquid, and/or fluid properties for use in process design and simulation. The software should contain a strong thermodynamic and chemical database from which information can be used for computations. The computations in question are based on equations and heuristics that are well-established in the chemical engineering field. A list of engineering features should include, but not be limited to: -Fluid flow and heat transfer -Heat exchangers -Reactors of various types (batch, plug flow, packed bed) -Separation processes (distillation, cyclones, absorption, extractions, cryogenics) -Amine sweetening, glycol dehydration, caustic testing -Equipment rating/sizing -Pipelines/gathering system networks -Thermodynamic properties calculations -Ability to sketch a process diagram and specify unit operation parameters -Ability to integrate with Microsoft Visio, Excel and Word -Multiple flowsheet capabilities -Advanced process control Additional services in conjunction with the process simulation software should include: -Program and project management -Process design and simulation -Trouble-shooting -Technical advice -Expert testimony -Economic evaluations The software should have capabilities to accurately model the performance of process units typically found in natural gas plants. In addition to technical support, periodic updates and extensions to the software should be made available. It is desired for at least 5 users to run the software simultaneously. Software pricing can be by the base year plus additional option years for extension of license and should include one week of in-house training, web-based training modules and ongoing customer support. To demonstrate an interest in this Sources Sought notice, please submit your capability to design and install process equipment and provide warranty maintenance for added components. Please provide the following information: 1) Company name, point of contact, address, email address, Website address, telephone number, size of company, Cage Code, DUNs Number and Certifications and Representations 2) Company's capability statement addressing the particulars of requirement with appropriate supporting documentation. 3) A statement indicating the offeror's ability to prepare and submit detailed invoices via SAM. 4) Company socio-economic Program Participation: small, HUBZone, 8(a), SDB, Woman-owned, Service Disabled Veteran-owned. 5) Please provide only the minimum information necessary to demonstrate capability at this time.
