Small Business Set-Aside

Description
preliminary, conceptual design sketch of acid/base wet bench The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing one or more custom polypropylene, acid/base handling wet benches to support nanofabrication in the Center for Nanoscale Science and Technology (CNST), NIST's nanotechnology user facility. The bench(s) will be sited and used as a shared resource accessible to researchers from industry, academia, NIST, and other government agencies in the CNST NanoFab. After results of this market research are obtained and analyzed, and specifications are developed, NIST may conduct a competitive procurement and subsequently award a Purchase Order for a custom polypropylene, acid/base handling wet bench. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. An acid/base handling wet bench is an exhausted enclosure that contains a well-illuminated, unobstructed horizontal work surface where researchers can safely use concentrated liquid acidic and/or basic solutions. The work surface is typically equipped with accessories specialized for the specific application of the wet-bench. For NIST, the applications are nanofabrication processes. The work surface is mounted over a liquid-tight acid/base resistant basin that collects all liquids from any embedded sink drains, dump or spray water rinsers, and surface perforations in the work surface. The construction material is typically white polypropylene, with all water supply plumbing rated for use with high purity deionized water. NIST currently owns several acid/base wet benches that are nearing end-of-life and can no longer meet the capacity requirements. In order to increase NIST's capacity to serve users and provide additional technical capabilities for nanofabrication, NIST has a need for one or more replacement acid/base wet benches, which meet the following minimum requirements: 1. GENERAL These wet benches are intended to be used by researchers who need to safely perform manual wet processing using acidic and/or basic chemical solutions. The bench(s) shall be suitable for installation and use in a vertical laminar flow, class 100 cleanroom, and accommodate at least 3 simultaneous users. The bench(s) will replace existing benches and therefore must be compatible with the existing space and utilities. The bench(s) will be equipped with features that provide the following utility support: high purity nitrogen, semiconductor grade deionized (DI) water, city water, acid/base drain, acid/base exhaust, compressed air, high purity nitrogen gas, and 110 VAC GFCI electrical outlets. 2. BENCH CONFIGURATION a. The system will be mounted in a through-wall configuration with all utility connection in the rear panel. b. The system shall be an open-face, sash-less design. c. The system shall accommodate a minimum of 3 users simultaneously. d. The system shell shall be made of fire retardant polypropylene. e. The system shall have a front panel-mounted DI water supply resistivity monitor. f. The system shall incorporate at least three chemical storage drawers. i) Each drawer shall hold at least six, 4 L chemical bottles. 3. BENCH CAPABILITIES a. The final bench design shall incorporate a minimum of 3 work positions. b. Each work position shall be equipped with: i) Multiple hotplates; ii) At least one DI water spray nozzle; iii) At least one high purity nitrogen spray gun; and iv) A glove rinse location. c. The bench shall also be equipped with (but not necessarily at each work position). i) At least one acid-drain aspirator powered by city water; ii) At least two sinks with a DI water gooseneck; and iii) A single-cassette dump rinser. A preliminary, conceptual design sketch is attached as an example. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Companies that manufacture acid/base handling wet-benches are requested to email a detailed report describing their abilities to paula.wilkison@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(s) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to paula.wilkison@nist.gov is currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
