This is not a request for proposals, proposal abstracts, or quotations. It is a survey to identify potential sources. The United States Agency for International Development (USAID) is performing this market survey to determine if an adequate number of organizations are interested in and capable of implementing and managing a complex project aimed at providing innovative social and behavior change communications (SBCC) campaigns in collaboration with the Government of Zambia (GRZ). The focus of the next generation project will be the provision of measureable improvements in health seeking behaviors, using cutting-edge evidence based SBCC initiatives, in: HIV/AIDS, family planning, maternal child health, nutrition, voluntary male circumcision, and TB. Purpose/Objective The Communications Support for Health (CSH) project is USAID's flagship behavior change communications project in Zambia valued at US$ 43 million and is implemented over four and a half years (2009 - 2014). In collaboration with the GRZ, CSH activities focus on the strengthening of national health communications campaigns, materials, and activities in: HIV/AIDS, nutrition, malaria, family planning, and voluntary male circumcision. The projects behavior change communications activities reinforce cultural and social norms that promote health and seek to modify norms that can be harmful to health. The goal is to reduce risky behaviors, and increase demand for and use of health services. CSH supports other USAID/ Zambia assistance programs in behavior change communications for message consistency and efficiency at the district and community levels. The four objectives of the CSH project are to: strengthen national health communications campaigns, increase GRZ use of evidence based health communication approaches, strengthen local capacity to implement sustained IEC/BCC activities, and increase coordination of IEC/BCC activities between USAID projects. The CSH project contract is scheduled to end in December of 2013, and it is USAID's intention to award the SBCC Innovations contract prior to this date. Project Requirements There are two main areas for the SBCC Innovations program: 1. Provision of evidence-based and innovative SBCC interventions includes. Applying innovations, and proven practices from commercial marketing, entertainment media, and other creative disciplines to SBCC initiatives Improving the coordination and bi-directional exchange between mass media, community-level activities, and inter-personal communications (IPC) Achieving adequate coverage of SBCC interventions among priority audiences Establishing and maintaining mechanisms for reinforcement and feedback between the project's national-level SBCC interventions, community-level activities, and IPC managed by the GRZ and other local partners. Developing, multi-channel SBCC interventions that have a measureable impact in improving health-seeking behaviors. 2. Effective research and measurement of impact include: Increasing the documentation of the contribution of health communication activities to adoption of improved health behaviors, including utilization of health services Conducting primary and/or secondary research activities to inform program design Anticipated Period and Place of Performance The anticipated period of performance is for five years (2014-2019) for a total estimated amount of $US23 Million to $US 25 million subject to funds availability. The project will be implemented in Zambia. Submission Guidelines Interested organizations should submit a statement addressing the following points: 1.Capacity of your organization to perform the work described above 2.Past experience implementing similar project activities 3.Sample of challenges encountered and creative solutions employed to overcome those challenges when implementing similar projects 4. Organizational experience in attributing SBCC initiatives to direct impact in improved behavior change 5.Capacity of your organization to collaborate closely and effectively with other USAID implementing partners with SBCC project components 6.Description of past clients (governmental, non-governmental) Statements sent in response to this Sources Sought notice should not exceed four (4) single- sided pages (including attachments and charts) using an 11-point font size minimum.
