- 1.This is a Request for Information and Sources Sought for the removal and recycling of used sealed lead acid vehicle/truck batteries at sites located throughout the State of Arizona. See attached Scope of Work. When a sealed lead acid battery needs replacement the batteries are acquired thru Government Supply Channels. These batteries are not subject to return or core charges from the Government Supply Channels, necessitating the need for local recycling of the batteries. The attached Scope of Work is for reference only. If a solicitation is generated by the Government from this Request for Information and Sources Sought, the Government reserves the right to use all of the information, use none of the information, or change all or part of the information noted and contained in the attached Scope of Work. 2.This Request for Information and Sources Sought is prepared in accordance with the FAR (Federal Acquisition Regulation) Part 10 Market Research, as supplemented with additional information included in this notice. This announcement constitutes a Request for Information and Sources Sought NO Combined Synopsis/Solicitation will be issued at this time and a written solicitation will not be issued at this time. 3.This announcement constitutes the Request for Information and Sources Sought; quotations are NOT being requested and no further solicitation(s) will be made. 4.The Request for Information/ Sources Sought number is:W912L2-14-RECYCLING 5.Responses are due via email to the Contracting Officer: thomas.w.mckendry.mil@mail.mil with W912L2-14-RECYCLING in the SUBJECT line by 1500 MST 15 November 2013. Duns Number and Cage code are requested with your submission. Registration in System for Award Management, www.sams.gov, is not necessary to respond to this Request for Information/ Sources Sought. If the information in this Request for Information/ Sources Sought leads to a Solicitation, registration in the System for Award Management will be a requirement for doing business with and entering into a contract with the Government. 6.Forward any and all questions pertaining to this announcement to Thomas.w.mckendry.mil@mail.mil or 602-629-4403. 7.Perspective Firms are encouraged to check the Federal Business Opportunity (FEDBIZOPS) website at http://www.fedbizops.gov for any amendments to this Request for Information and Sources Sought. 8.This Request for Information and Sources Sought is being issued under NAICS: 423930. All interested prospective firms are invited to respond. A determination from this Sources Sought may lead to small business set aside in accordance with FAR Part 19 if this Request for Information results in a future solicitation. All Prospective firms who respond to this request will be contacted if/when a solicitation is posted to FedBizOps.gov. 9.The Arizona Army National Guard is requiring: A Vendor to remove and recycle used sealed lead acid batteries at differing statewide locations as per the attached Scope of Work. Prospective firms should notify this office of their interest in this notice by submitting a Capabilities Statement which should include their company size and provide descriptive literature or other documentation, in addition to the following information: (a)Customary business practices for this type of recycling. The Government is requesting cost or pricing structure information such as: 1.Is the standard industry practice to recycle sealed lead acid batteries, a fee to the Government, partial fee offset by the recycled materials, revenue sharing or a combination thereof? 2.Cost or pricing data associated with this type of recycling such as pick up, handling, storage, environmental fees or any other fee not listed in this Request for Information that would be pertinent in order to enter into a contract for the above service. 3.Any pricing and cost data submitted will be considered for informational purposes only and will not be considered a proposal, quote or bid and will not be binding on any future solicitations issued by this office. 4.As a prospective firm, are the delivery locations, frequency of pickups and quantities able to be met by your organization? If not, please explain why or why not and propose alternate courses of action. (b)Identification of company size status, certifications, i.e., 8(a), HUBZone, SDVOSB, or, if you are a small business, a self-certification; (c)If you are a Section 8(a), HUBZone, or SDVOSB firm considering a joint venture, you will need to provide proof that this consideration has been forwarded to the appropriate SBA office for approval; Please note this is NOT a request to be placed on a solicitation mailing list nor is it a request for quote or proposal or an announcement of a solicitation. The Government will not pay for any material provided in response to this Request for Information/Sources Sought nor return the data provided.
