Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. <p> This notice is being issued as a Request for Quotations (RFQ) for a Real-Time computer for EH-60L helicopter testing in the system integration laboratory. The end user is the Aeroflightdynamics Directorate (AFDD), an organization within the U.S. Army Aviation & Missile Research, Development & Engineering Center (AMRDEC). The computer applications include but are not limited to running simulation models, generating graphics and sending/receiving data the same as the aircraft would. The following specifications are required exactly without subsitution: Specifications The computer chassis shall have a 19 inch rack-mount form factor The computer shall have a Real-Time Linux based operating system to maintain compatibility with required commercial software The computer shall have sufficient processing power, memory, and graphics capabilities to run a real-time, hardware-in-the-loop simulator with multiple displays The computer shall run in real-time at a frame rate not less than 100 Hz The computer shall have an integrated tool set for debugging, monitoring, timing, and analyzing software code The computer shall have an integrated tool for managing shared data access which is compatible with MATLAB/Simulink The computer shall have at least 16-bits of digital input/output The computer shall have at least four digital to analog channels The computer shall have at least 32(SE)/16(D) 16-bit analog to digital channels The computer shall have at least twelve 16-bit analog output channels The computer shall have a two-channel, dual redundant, full- or multi-function MIL-STD-1553B card The computer shall have at least four serial ports The computer shall have a Fortran 77 compiler The computer components shall be integrated and all vendor supplied software and necessary drivers installed prior to delivery <p> The provisions and clauses in the RFQ are those in effect through FAC _2005_-70. <p> This procurement is a total small business set-aside. <p> The NAICS Code and the small business size standard for this procurement are 334111 NAICS CODE AND 1000 EMPLOYEES respectively. The offeror shall state in their offer their size status for this procurement. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> Delivery to Ames Research Center is required within 90 days ARO. Delivery shall be FOB Destination. <p> Offers for the items(s) described above are due (via email only) by 5 PM PST 18 November 2013 to timothy.b.joyce@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Telephone questions will not be accepted. <p> Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: Specifications previously stated, without substitution, shall also be significantly considered. Offers not including exact specifications will be considered not acceptable and will not be considered for award. It is critical that offerors provide adequate detail to allow evaluation of their offer.
