- This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation is scheduled to be released via FedBizOpps (www.fbo.gov) in the near future, including specifications detailing requirements for Spare Draft Tube Stoplogs at McNary Dam in Umatilla, Oregon. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Work is to fabricate two sets of stoplogs and deliver them to McNary Dam. Each set is comprised of 3 stoplogs, a top, middle and bottom. The stoplogs will be built from structural steel. Each stoplog is estimated to weigh approximately 20 tons. The top and middle stoplogs will be approximately 3 feet 3 inches wide, 6 feet 2.5 inches high, and 35 feet 7 inches long. The bottom stoplogs will be approximately 3 feet 3 inches wide, 6 feet 6 inches high, and 35 feet 7 inches long. All stoplogs shall be painted using Vinyl Paint System 5-E-Z after fabrication. The required Contractor certifications include, but may not be limited, to the following: 1.Certified under any of the following categories of AISC Certification programs: a.Building QMS Certification - Standard for Steel Building Structures (formerly Category STD). b.Bridge QMS Certification - Simple Steel Bridge Structures (formerly Category SBR). c.Bridge QMS Certification - Major Steel Bridges (formerly Category CPT). d.Certifications under the former AISC Certification Program (Categories STD, SBR, or CPT) that are still current will be acceptable. 2.Welders must be qualified in accordance with AWS D1.5M/D1.5. 3.Painting Contractor shall be a certified SSPC QP 3 Painting Contractor. a.SSPC considers an American Institute of Steel Construction with an optional Sophisticated Paint Endorsement (AISC/SPE) certification, equal quote mark by intent quote mark to an SSPC QP 3 certification. An AISC/SPE certification is also acceptable. Conducting Business with the Government In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management Registration (SAM). All Offerors must be SAM registered prior to receiving an award. Registration instructions may be obtained and online registration may be accomplished, at www.sam.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. When available, the solicitation documents for this project will be accessible via FedBizOpps at www.fbo.gov. No CD's or hard copies will be available. Offerors are responsible for checking the referenced page for any update(s) to the Notice. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted at the referenced website.
