Project: A-E Services Indefinite Delivery, Indefinite Quantity (IDIQ) Contract to include but not be limited to the following: Geotechnical Exploration and Testing, Geotechnical Engineering, Concrete and Asphalt Materials Testing and Evaluation, Environmental Investigative Services, and Environmental Engineering Solicitation Number: W912EK-14-R-0001 Restrictions: Unrestricted Contact: Brunson Grothus, (309)794-5241 or brunson.e.grothus@usace.army.mil Issue Date: 31 October 2013 Closing Date: 3 December 2013 1. CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiations based on demonstrated technical competence and qualifications for the required services. The services will primarily consist of Geotechnical Exploration and Testing, Geotechnical Engineering, Geology, Concrete and Asphalt Materials Testing and Evaluation, Environmental Investigative Services, and Environmental Engineering for civil works projects primarily within the Rock Island District boundaries (Iowa, Illinois, Wisconsin, Missouri and Minnesota), U.S. Army Corps of Engineers. Projects outside the primary mission area of responsibility may be added at the Governments discretion upon agreement of the A-E firm. The ordering agency is the U.S. Army Corps of Engineers, Rock Island District, Contracting Office. This solicitation may result in multiple awards. If concurrent multiple awards are made, task orders will be allocated based upon the Contracting Officer's determination of performance, the special qualifications of the firm, the nature of the work involved in the task order, the immediacy of the work, and the availability of the firm. Distribution of the work will be a secondary consideration. This contract will have a one year base period and four one year options for a total IDIQ not to exceed $2,500,000. No single task order issued against the contract will exceed $2,500,000.00. The contract minimum guarantee amount is $2,500.00. The contract will consist of individually negotiated firm-fixed priced task orders. The solicitation is open to all businesses, regardless of size. The North American Industry Classification Code (NAICS) is 541380. The top ranked firm resulting from evaluation will be requested to provide a firm-fixed price proposal and may be awarded the first contract, if successful negotiations are completed. If these negotiations are unsuccessful or a second contract is to be awarded, the second ranked firm may be asked to negotiate, and so on. In the final selection process the most highly qualified firms may be interviewed. Final AE selection and award of the contract is anticipated for March 2014. Large business offerors must indentify subcontracting opportunities with small and disadvantaged businesses described below on their SF 330 forms. Large business offerors must convey their intent to meet goals described below on their SF 330. Written justification must be provided if the minimum goals cannot be meet. For all large business offerors, a subcontracting plan will be required prior to award of the contract. The following informational subcontracting goals are to be considered: Award approximately 43.3% of the total subcontracting dollars to all Small Business concerns, 18% to Small Disadvantaged Business (SDB), 2.5% to include Historically Black Colleges and Universities or Minority Institutions (HBCU/MI), 7% with Women-Owned Small business (WOSB), 4% to Service Disabled Veteran-Owned Small Business (SDVOSB), and 11% to HUBZone Small Business. It is imperative that all SDBs contact their Small Business Administration (SBA) Office to obtain SDB Certification. Without SBA SDB certification, neither a prime contractor nor a federal agency can receive credit for utilizing SDB contractors/subcontractors. The subcontracting plan is not required with this submittal, but will be requested from large business concerns after selection and prior to award. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be a least equal to those determined by the Department of Labor under the Service Contract Act as determined by the employee's office location (not the location of the work). Rates will be negotiated for each 12 month period of the contract at the time of the original award and will become effective on the anniversary of the contract award date. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the System for Acquisition Management (SAM) which replaced the Central Contractor Registration (CCR), to be considered for award of a Federal Contract. Information regarding registration can be obtained through the SAM Assistance Center at 1-866-606-8220 or obtained on line at www.sam.gov The use of DUNS+4 numbers to identify vendors is limited to identifying different SAM records for the same vendor at the same physical location. For example, a vendor could have two records for themselves at the same physical location to identify two separate bank accounts. PROJECT INFORMATION: A-E Services will be assigned by Task Orders on the IDIQ contract established as a result of this solicitation. Each task order to be issued will fully describe the project to be accomplished. The types of projects may include all or part of the following: (1) Geotechnical Projects: drilling, undisturbed and disturbed sampling in soil, rock, asphalt and concrete, cone penetration testing with pore water measurement, field and laboratory geotechnical testing, materials testing and evaluation, and geotechnical analysis to include computer generated boring logs and databases (gINT version 8), seepage, slope stability, settlement, bearing capacity, and wave generation analysis reports, evaluation and selection of soil, rock, asphalt, and concrete properties for use by others in geotechnical studies. Simple surveying will be required for locating and elevating borings and other tests as required. (2) Hazardous, Toxic, and Radioactive Waste (HTRW) projects to include Phase I/II Environmental Site Assessments (ESAs); site/remedial investigations and assessments under CERCLA, RCRA, and TSCA; risk characterization and assessment; environmental monitoring, sampling, and testing of various media including solid materials, soil, sediment, surface water, and groundwater; remedial action design; hazardous material and waste management; and lead, asbestos, PCBs, and radon testing, management and remedial design. (3) Drawings shall be accomplished using computer-aided design and drafting (CADD) in accordance with the E/E/C CADD Standard Release 3.0 as published by the CADD/GIS Technology Center in Vicksburg, MS and The Rock Island District local guidance as appropriate. Specifications will be produced in SPECSINTACT with Standard Generalized Markup Language (SGML) using the Unified Facilities Guide Specifications. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. Proposals will be evaluated on each of the criteria factors. Criteria a thru e are primary. Criteria f thru h are secondary and will only be used as quote mark tie-breakers quote mark between technically equal firms. PRIMARY SELECTION CRITERIA (a-e) a. Professional personnel qualifications and recent specialized experience for key disciplines. Qualified Registered/Licensed Professional Personnel in the following key disciplines: Project Manager, Civil Engineer, Environmental, Soils Engineer, Geotechnical Engineer, and Geologist. Qualified personnel are required in the following key disciplines: Engineering Technician, Laboratory Technician, Draftsmen/CADD operator, GIS Technician and Environmental Professional (in accordance with ASTM E 1527-05). The evaluation will consider education, training, registration, relevant experience, and longevity with the firm of key personnel who will be assigned to this contract. Registered/Licensed Professionals shall be registered in accordance with requirements set forth by the state in which the work is performed. Resumes contained in Standard Form (SF) 330, Part I, Section E shall be completed for each discipline. b. Recent specialized experience and technical competence of the firm and subconsultants in the areas listed below. Only experience that has occurred in the last 7 years should be included in the proposal. All projects cited shall identify start/complete dates as well as the project size (cost and scope). Provide this information in SF 330, Part I, Section F. (1) Geotechnical exploration and testing, (2) Geotechnical engineering and engineering geology, (3) Concrete and asphalt materials testing and evaluation, (4) Computer Generated Geotechnical Databases, GIS, and Computer Aided Drafting and Design (CADD) and ability to produce deliverables fully compatible with the following Rock Island District systems: MicroStation (version V8 2004 or later) ESRI ArcGIS (version 10.0 or later), giNT version 8 or higher and Data Forensics Rapid CPT Version 3 as required. Finished products shall be in compliance with the AEC CADD Standards or Spatial Data Standards as appropriate and the Rock Island District Electronic Deliverables guidance. These standards are published by the CADD/GIS Technology Center in Vicksburg, Mississippi, and the Rock Island District, (5) Utilization of latest technology, which improves efficiency of effort, (6) Experience with environmental investigative services including HTRW Phase I and II Environmental Site Assessments, (7) Experience with HTRW Site remedial investigations and assessments and (8) Experience and capability with materials testing and environmental monitoring, sampling, and testing including the use of a U.S. Army Corps of Engineers approved laboratory for materials testing and a National Environmental Laboratory Accreditation Program (NELAP) accredited laboratory for environmental testing. c. Capacity to accomplish the work. (1) Ability to meet project completion schedules and accomplish the work within the required time (2) Ability to accomplish multiple task orders simultaneously (3) Ability to provide two or more investigative teams at a time (4) Ability to perform up to $2.5 million in work of the required type over the life of the 5 year contract. (5) Ability to accomplish small task orders under $50,000 in a cost-effective, timely manner. The evaluation will consider the availability of an adequate number of key personnel, equipment availability, laboratory capabilility, and the extent of in-house facilities, versus subcontracting needs. (SF 330, Part I, Section H, Item 1 and 2) d. Past performance on DoD and other contracts with respect to quality of work, cost control and compliance with performance schedules. Evaluations will be based on Architect-Engineer Contract Administration Support System (ACASS) rating information and other credible documentation included in the SF 330 to demonstrate past performance with respect to quality of work cost control, and compliance with performance schedules. Performance evaluations for key sub-consultants may also be considered. e. Knowledge of the Locality. This criterion will be evaluated on the firm's knowledge of the local conditions pertaining to topographic features, geological features, climate conditions, and other laws or regulations that are unusual or unique to the locale. SECONDARY SELECTION CRITERIA (f-h) f. The intended extent of participation of SB, SDB, WOSB, VOSB, SDVOSB, HUBZone, historically black colleges and universities (HBCU), and minority institutions (MI) will be measured as a percentage of the total anticipated contract effort compared to the goals identified in Paragraph 1 above. Regardless of whether the SB, SDB, WOSB, VOSB, SDVOSB, HUBZone, HBCU or MI is a prime contractor, subcontractor, or joint venture partner; the greater the participation, the greater the consideration. (SF 330, Part I, Section H, Item 3) g. Volume of DoD contract awards in the last 12 months. (SF 330, Part I, Section H, Item 4) h. Geographic proximity of the firm's office (s) to the Rock Island District Office. (SF 330, Part I, Section H, Item 5) 4. SUBMISSION REQUIREMENTS: a. Interested firms must submit five (5) copies, each containing Parts I and II of the SF 330 information. Each copy shall be divided by tabs (dividers) separating Parts I and II, and tabs dividing the subsequent sections from each other (Note: Part I, II, and Subsequent Sections are as defined in the SF 330 Instructions). The SF 330 shall have a page limit of 100 pages, and it will have a limit of 10 projects illustrating specialized experience. A page is one side of a sheet, 8-1/2 by 11. If a fold out is used, each sheet of a fold out shall count as a minimum of 2 pages. Font size shall not be less than 10 font and margins shall not be less than one inch. b. Include the firms CAGE code and DUNS number on the SF 330, Part 1, Block B. On the SF 330, Part 1, Block C, provide the CAGE code and DUNS number for each subconsultant, if available. c. SF 330, Part I, Section H (Additional Information) shall contain the following information: (1) Item 1 - Management Plan - Include the information requested in Paragraph 3.c above. (2) Item 2 - Capacity to accomplish the work. Reference Paragraph 3.c above. Provide a 1-2 page narrative discussing the capacity of the prime firm to meet schedules, including adequacy of qualified personnel and equipment available and past experience in meeting tight schedules. (3) Item 3 - The intended extent of participation of SB, SDB, WOSB, SDVOSB, HUBZone, historically black colleges and universities (HBCU), and minority institutions (MI) will be measured as a percentage of the total anticipated contract effort compared to the goals identified in Paragraph 1 above. Reference Paragraph 3.f above. (4) Item 4 - Volume of DoD contracts within the last 12 months- Reference Paragraph 3.g above. (5) Item 5 - Geographic Proximity: Location of the firm with respect to the geographical location described. Reference Paragraph 3.h above. d.
