- THIS IS A SPECIAL NOTICE ONLY. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(21) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract under FAR 6.302-1 and a limited source delivery order under FAR 8.405-6(b) as further described below and is not a request for competitive proposals. Responsible sources may identify their interest in fulfilling the requirement however by providing a capability statement to the point of contact(s) identified below. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The Justifications will be separately published in accordance with FAR 6.305. For purposes of fiscal year (FY) 2013 U.S. Department of Homeland Security (DHS) operational components' needs, DHS Domestic Nuclear Detection Office (DNDO) has requirements to: (1)Procure on a sole source basis, the RadSeeker DL Basic Handheld Radioisotope Identification Device (RIID) from Smiths Detection, Inc. in FY 2014. This sole source procurement is a follow-on contract to previous contract number HSHQDC-12-C-00045 for production of Basic Handheld RIIDs to meet the immediate need of U.S. Customs and Border Protection (CBP). The Justification for that procurement will be separately published. (2)Procure on a limited source basis utilizing a brand name justification through GSA, the FLIR Identifinder-U Basic Handheld RIID in FY 2014. This procurement is for Basic Handheld RIIDs to meet the immediate need of U.S. Coast Guard. The Justification for that procurement will be separately published. For purposes of FY 2014-2018 DHS operational components' needs, DHS DNDO has requirements to: (1)Procure on a competitive basis, Basic Handheld RIIDs. DNDO intends to issue a solicitation using full and open competition to procure these systems. The Government expects the solicitation to be released via FEDBIZOPPS in the second quarter of FY 2014 and is not seeking proposals from industry at this time. Additional information regarding the competitive procurement is provided below. •Competition Type: Full and open competition based upon best value with a base and option periods. •Description of the Requirement: The Government's requirements for a Basic Handheld RIID will be provided in the solicitation. These requirements will include the minimum needs (e.g., radiation detection, isotope identification, gain stabilization, weight, ruggedness, and ability to download data files) for a Basic Handheld RIID that will be used to evaluate proposals using the best value method of evaluation. Vendors will be required to comply strictly with the instructions provided in the solicitation and to provide adequate references and documentation to substantiate their ability to meet the Government's requirements.
