Description
This publication serves as notice of intent to procure unleaded gasoline for use in NPS-owned boats operating on Lake Chelan, Washington, for the Department of the Interior, National Park Service, on a sole source basis from Guest Services Inc. under authority of FAR Parts 6.302-1, 12, and 13. A Justification for Other than Full and Open Competition is included below. Stehekin is a remote community located within Lake Chelan National Recreation Area at the north end of Lake Chelan, approximately 50 miles from Chelan, Washington. The Stehekin valley is isolated; the roads do not connect with any highway system. The NPS owns boats used to transport personnel and materials between the towns of Stehekin and Chelan, WA, as well as occasionally performing medical evacuations of park visitors. NPS does not own or operate a marina, but permits a concession operation to provide fuel to the visiting public at Stehekin; the current concessionaire is Guest Services, Inc. NPS will establish an indefinite delivery - indefinite quantity purchase order for an estimated quantity of gasoline to be purchased at current market prices. The value of this procurement is estimated to be between $10,000 and $20,000 for fuel purchased between 10/1/13 and 9/30/14. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice; however any firm that believes they have capabilities to provide this requirement may give written notification to the Contracting Officer at sarah_welch@nps.gov. All comments received before 9:30 am PT November 6, 2013, will be considered. A determination by the government regarding whether to compete this procurement will be based on responses to this notice and is solely at the discretion of the government. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $150,000 (See FAR 13.106-1) 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Purchase of boat fuel at Stehekin, WA, for use in NPS patrol (law enforcement) and maintenance vessels. Orders will be placed by boat operators, who will fuel vessels as necessary following the vendors established fueling procedures. The vendor will send a monthly consolidated invoice itemizing all individual orders. Prices will be based on current market costs; the Government will be charged the same or lower prices as those charged to the general public. Typical annual costs for boat fuel are less than $15,000. Price in FY13 was generally $5.06 per gallon. 2. Sole Source Justification rationale (Check one and explain below): _x_ Only one responsible source. ___ Urgent and compelling circumstances exist. ___ Other Explain: Stehekin, WA, is located at the head of Lake Chelan, 55 miles from the town of Chelan, WA, within Lake Chelan National Recreation Area. The only access is by public passenger-only ferry, barge, private vessel, or float plane from Chelan. There are few private enterprises at Stehekin, and only one marina, which is a concession operation run by Guest Services Inc. (GSI) DBA North Cascades Lodge at Stehekin. This marina is the sole source for boat fuel in the upper lake. NOTE: NPS maintains fuel facilities for ground-based vehicles ~1.5 miles by road from the marina, but the location of these tanks and the potential spill hazards associated with carrying fuel to boats make it an unacceptable source. Other marinas are available in and near Chelan, 55 miles from Stehekin; too far to be practical fueling sources. 3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: None performed since we know there is only one source. 4. If this is a determination for sole source, the Contracting Officer certifies: a. Only one source is available, or urgent and compelling circumstances exist. b.
