Description
The following is a SOURCES SOUGHT ANNOUNCEMENT to seek market research information on businesses capability of providing the services described in the below scope of work. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Army Corps of Engineers, Kansas City District has been tasked to solicit for and award a contract to construct a Dining Facility at Fort Leonard Wood, Missouri. The Government proposes to issue a firm fixed price type contract for this project. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this Sources Sought Notice is to determine if there are small business contractors (i.e. 8(a), Service Disabled Veteran Owned Business, HUBZone, women-owned, etc) having experience with projects of similar scope and magnitude available to provide adequate competition. SCOPE OF WORK: Construct one 32,940 square foot standard design Dining Facility. Primary facilities include parking, building information systems, fire detection and sprinkler suppression systems, Energy Monitoring and Control System (EMCS) connection, antiterrorism/force protection (AT/FP) measures. Special foundations and seismic modifications are required due to site and soil conditions. Sustainability/Energy measures will be provided. Supporting facilities include utilities; electrical service; exterior lighting; water; sewer; storm drainage and low impact development; and information systems. Road improvements include utilities; sidewalks, parking areas, curbs and gutters; site improvements, signage and landscaping. Access for individuals with disabilities will be provided. Heating and air conditioning will be provided and include the use of a common cooling tower constructed by others. The project will incorporate sustainable design features and require LEED Silver certification, enhanced commissioning per LEED requirements, and compliance with EISA 2007. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. The Small Business Size Standard for this acquisition is $33.5 million. The magnitude for this project is between $5,000,000.00 and $10,000,000.00. HOW TO RESPOND TO THIS SOURCE SOUGHT NOTICE: Offerors response to this synopsis shall be limited to 5 pages and shall include the following information: 1. Offeror's name, addresses, point of contact, phone number, and e-mail address. 2. Offeror's interest in bidding on the solicitation when issued. 3. Offeror's capability to perform a contract of this magnitude and complexity. This includes offerors in-house capability to execute design-bid-build construction (dining facilities, restaurants, school lunch kitchens, or similar type of facility), comparable work performed within the past 5 years, brief description of the project, customer name, timeliness of performance, customer satisfaction, percentage of completion, and dollar value of the project. Provide at least three examples, including experience in obtaining LEED certification for example projects. 4. Offeror's type of business and business size. 5. Offeror's Joint Venture information, existing and potential, if applicable. 6. Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) Interested offerors shall respond to the Sources Sought Synopsis no later than November 13, 2013 at 2:00 PM (CST). All interested contractors must be registered in SAM to be eligible for award of Government contracts.
