Description
Sources Sought Form Buffalo Federal Detention Facility Security System Upgrade THIS IS A SOURCES SOUGHT NOTICE ONLY. USACE Buffalo District intends to determine the extent of capable firms that are engaged in providing the required resources and services described hereunder. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of an RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this Notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. GOVERNMENT REQUIREMENTS: USACE Buffalo District is seeking interested firms capable of providing installers/integrators qualified to perform the electronic systems installation/integration work for a detention control system at the ICE Buffalo Federal Detention Facility located in Batavia, New York. The projects consist of providing a desired system and installed by a technically experienced installer. The work would need to be fully coordinated between the various systems by a single installer who is technically qualified. PROJECT DESCRIPTION The work includes the following and incidental related work: The Security Upgrade project shall include upgrading the existing security system and installing and integrating a new security system for the new facilities being constructed as part of the BFDF Expansion Project. The overall facility security system will be upgraded into an Integrated Security Management System (ISMS) and will be an open architecture technology design compatible with Immigration and Customs Enforcement (ICE) headquarters requirements and capable of supporting new technology as needed to enhance security and comply with the new requirements, such as the Federal Information Processing Standards (FIPS) 201 - Personal Identity Verification (PIV) of Federal Employees and Contractors. System will include specific point of use devices, head end equipment and all associated wiring, conduit and necessary raceways where not already present or acceptable for use. Work shall include removal and replacement of casework in control, equipment and other designated rooms to support both the new security system equipment and a viable user interface for daily use of the equipment and disbursement throughout the facility. Interested Offerors will be responsible for examining all existing conditions, available documents for information and must participate in a mandatory site visit review to examine the existing conditions, become familiar with and make allowance for any conditions which may affect the work and review all raceways in place for security electronics devices. SUBMISSION OF RESPONSES: Respondents interested in providing a response to this Sources Sought Notice should limit their responses to 4-5 pages and shall include the following information: - Completed Sources Sought Form (attached); - Offeror's capability to perform a contract of this complexity and ability to provide and install detention control security systems; - Offeror's are requested to submit NO MORE THAN three (3) projects of similar scope and complexity, providing detention control security system that was performed within the last five (5) years. For each project listed provide: a.) Include a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of the project. b.) The brand of PLC, Audio, Video, Video and backbone equipment used c.) Values of the subsystems d.) Technically describe the security components integration with each system e.) Provide Contact Person Name and phone number at each submitted project site that can confirm that the systems integrator preformed the installation in an acceptable manner Interested Offerors shall respond to this Sources Sought Synopsis no later than 1:00 PM (EST) on 07 November 2013.
