QUESTIONS & ANSWERS_0003 14RWS71_0003 AMENDMENT This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use either site to access information posted by NSWC Crane. Amendment 0003: a) This amendment is to update the anticipated RFP issue date from 31 Oct 2013 to 7 Nov 2013 and the anticipated close date from 18 Dec 2013 to 30 Dec 2013. The Navy is currently experiencing unexpected technical outages. b) All questions received from the Draft RFP and Industry Day have been answered and will be posted with this amendment. c) The Technical Library has been updated to reflect changes necessary based on questions received and will be provided to offerors who have previously requested the Technical Library. Interested offerors who have not requested the Technical Library may request per directions below: A Technical Library of information, containing data that may be useful to Offerors in the preparation of their Technical Volume proposal, is available to all Offerors. The library consists of two parts, an unclassified technical library, and a classified technical library. To request access, contact the Contract Specialist, Mrs. Jenn Shepherd, via email with the following information: a. Company name b. Classified and unclassified mailing address, phone number, and email address (if available, but please no commercial accounts such as Gmail, Hotmail, Yahoo) c. Current and valid CAGE number/Central Contractor Registration (CCR) number d. A statement as to whether the Offeror is registered by the Department of Defense, United States/Canada Joint Certification Office (i.e., have a DD 2345 approved by said agency). Upon review and verification, the technical library data will be provided to the Offeror. The unclassified technical library data will be provided to the Offeror using the supplied email address via the ARMDEC Secure Access File Exchange (SAFE) website. The classified technical library data will be shipped to the Offeror via a CD-ROM no later than five (5) business days following such request. Amendment 0002: This amendment is issued to clarify Industry Day requirements, provide information regarding technical library and convert Solicitation number from FY13 to FY14: a) The Government intends to hold an Industry Day for interested vendors to attend, at no cost to the Government. The Industry day is anticipated to occur on 17 October 2013. Vendors interested in attending the Industry Day must submit the following information for a visitor pass, to Mrs. Jenn Shepherd via email, no later than 12:00pm EDST on 11 October 2013; -Last, First Name -Company Name -Company City, State -Company Phone Number -Company Email Address -Citizenship b) Interested vendors must also transmit security clearance information, no later than 12:00pm EDST on 11 October 2013, via JPAS to SMO 00164 POC Ms. Sherry Hollars phone number 812-854-2157(provided for JPAS input, please do not call unless a security question arises). Vendors may bring up to 4 employees to Industry Day, please include all visitors in a single security clearance request. NOTE: Vendors that have already submitted request to attend Industry Day, please ensure you have submitted the required information to both Point of Contacts listed above. They are separate requirements which must be met in order to attend. Once both requirements are met and all requested individuals pass security checks; then, a Welcome Package, for all vendor employees approved, will be emailed to the vendor representative who contacted Mrs. Jenn Shepherd. NOTE: Vendors shall not arrive at the visitor center at NSWC Crane unless you have met both requirements above and have received a confirmation email from Mrs. Jenn Shepherd with a Welcome Package attached. c) A Technical Library of information, containing data that may be useful to Offerors in the preparation of their Technical Volume proposal, is available to all Offerors. Amendment 0001: This amendment is issued to: a) Update the anticipated issue date to 31 October 2013 with an anticipated closing date of 18 December 2013 b) The Draft solicitation will be available on or about 4 October 2013 at http://www.fbo.gov. Questions regarding the draft solicitation may be submitted in written form to Mrs. Jenn Shepherd at jennifer.shepherd@navy.mil. Vendors interested in attending the Industry Day must submit the following information, to Mrs. Jenn Shepherd via email, no later than 12:00pm EDST on 11 October 2013; -Last, First Name -Company Name -Company City, State -Company Phone Number -Company Email Address -Citizenship Original: In support of the Program Executive Officer, Tactical Aircraft, EA-6B/Airborne Electronic Attack Program Manager, PMA-234, Naval Surface Warfare Center Crane intends to issue a solicitation for Concept Exploration Studies (CES) for key subsystems related to the Next Generation Jammer (NGJ) Increment II (Inc II) Low Band capability. The two key subsystems are an Amplifier (also known as a "transmitter") and an Antenna/Radome group. The CES are anticipated to be conducted in a two-phase effort spanning a 24-month period of performance (10-month Phase 1 / 14-month Phase 2). Phase 1 work is anticipated to consist of the following: Development of subsystem concept design; Design trades analyses; Reliability, maintainability & supportability assessments; Technology maturity assessment; and Development of subsystem breadboard(s) detailed design. Phase 2 work is anticipated to consist of fabrication and testing of subsystem breadboard(s) and update of Phase 1 deliverables. Program management, reporting, and reviews/meetings will be required for Phases 1 and 2. The Government intends to award multiple contracts to the responsible offeror(s) whose Proposal(s), as determined by the Source Selection Authority, represents the best value to the Government, considering technical requirements, past performance and price factors. Offers must be submitted in the format specified in the solicitation. A draft solicitation will be available on or about August 7, 2013 at http://www.fbo.gov. All changes to the requirement that occur prior to the closing date will be posted to FBO. It is the responsibility of interested vendors to monitor FBO for the solicitation and amendments that may be issued to this solicitation. For changes made after the closing date, only those offeror(s) that provide a proposal will be provided any changes / amendments and considered for future discussions and/or award. Interested sources must download the solicitation and the attachments from the site listed above. No hard copies of the solicitation will be mailed. Contractors must be properly registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Government contracts.
