Description
SOURCES SOUGHT / REQUEST FOR SF 330 1. The Great Lakes Acquisition Center is seeking qualified Architectural/Engineering firms that are CVE verified Service Disabled Veteran Owned Small Business or Veteran Owned Small Business to provide planning, design and oversee construction of MEP engineering services and related architectural services for various projects at the Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin. The selected firm shall provide professional services necessary for the design of various in-house and nonrecurring maintenance construction projects at this Medical Center that are multi-discipline engineering in nature and primarily focused on Architectural Design (i.e., architectural is primary with support and secondary services as mechanical, electrical, architectural, civil structural, computer engineering services, etc.) Services to include, but are not limited to conceptual design, design programming, preliminary designs, working drawings and specifications, cost estimating, site visits, miscellaneous reports, and construction period services. All work will be for the Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin for the period of one year, actual start date dependent on contracting. Contract may be extended to include up to (4) option years, subject to a maximum contract value of $3,000,000. The guarantee minimum for the contract period is $50,000. Services shall be provided for one (1) year, with the option to extend four (4) additional years for multi-discipline engineering consultant services; subject to a cumulative contract amount for work orders not to exceed a maximum dollar limit of $750,000. Issuance of a work order shall not be affected until agreement has been reached by the Architect/Engineer (A/E) and the Contracting Officer. Work to be performed shall begin after issuance of the work order. 2. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms. The SDVOSB firm must be verified in http://www.vip.vetbiz.gov to be eligible for award. Firms must also have current registrations with the System Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html 3. Prime contractor should have registered architects and engineers as members of the firm or team. Prospective firms are reminded that as per FAR 52.219-14: By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 4. Selection criteria will be based on the following in descending order of importance: a. Team Proposed b. Proposed Design Approach c. Previous Experience of Proposed Team d. Estimating Effectiveness e. Miscellaneous Experience and Capabilities f. Project Control g. Proposed Management Plan h. Sustainable Design i. Location and Facilities of Working Offices j. Awards k. Insurance and Litigation 5. Submit SF 330 documentation by close of business December 2, 2013. SF 330 should be electronically submitted to Leon Jutrzonka, Contracting Officer at leon.jutrzonka@va.gov. 6. NAICS code 541310 applies. The Small Business Standard is $7 million. Award is subject to the availability of funds 7. No bid packages are available. 8. This is NOT a Request for Proposal (RFP).
