Description
Pre-solicitation Notice: The US Army Contracting Command, Rock Island IL (ACC-RI) has a requirement for a cross flow membrane filtration cleaner recycling system for use on the aqueous degreaser at Crane Army Ammunition Activity. The system will continuously filter the process solution and return the cleaned solution to the wash tank and collect the contaminated solution for disposal. The system will bring about the separation of emulsified oils and, where present, high molecular weight, colloidal or suspended solids from water-based cleaning solutions. The mechanism that enables separation is a semi-permeable TIO2 membrane on a 316L SS substructure. When recycling aqueous wash solution, contaminated cleaner is pumped at relatively low pressure (typically less than 120 PSI) across the surface of the membrane. Materials larger than the size of the membrane pore, oils and suspended solids are retained and concentrated within the washer's process tank, while water and low molecular weight constituents, like the cleaner's surfactant/detergent components, can pass through the membrane to return to the wash bath. Installation and operating instructions shall be included. The contractor will provide start up assistance and instruction for operators. This assistance will occur at initial start-up, and is expected to require a period of one day. FOB is Destination. Salient characteristics and minimum requirements will be stated in the solicitation. Solicitation W52P1J-14-T-3002 will be issued approximately 15 Nov 2013, with proposals due approximately 30 days from issue. The solicitation and amendments will be posted via the Internet at https://acquisition.army.mil/asfi/ and http://www.bfo.gov. It is the vendor's responsibility to check these sites daily for posted amendments or other changes. The solicitation will be a 100 percent small business set aside, and will result in award of a firm fixed price contract.
