Department of Veterans Affairs (VA) Strategic Acquisition Center - Frederick (SAC-F) VACI Hoteling Support Services Request for Information (RFI) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. Background: The Department of Veterans Affairs (VA), Strategic Acquisition Center - Frederick (SAC-F) is gathering data on Office Hoteling services within.5 miles of 810 Vermont Avenue, Washington, DC 20420. VA intends to use this information to assist in the potential procurement of Office Hoteling Services. Specifically, VA wishes to obtain pricing information regarding Office Hoteling Services based on the specifications listed below under "Hoteling Requirements" To that end, VA has issued this RFI to gather input from all interested venders. Information Requested and Specific Questions to be Addressed: The Government is requesting that all interested vendors provide information (including pricing data) regarding Office Hoteling Services available within.5 miles of 810 Vermont Avenue, Washington, DC 20420. NOTE: the Government is not requesting information relating to a standard leasing agreement (contract). Pricing information should reflect a firm-fixed price for the Office Hoteling Services and be inclusive of all items listed below. Price should also include a per-seat average based on the total quantity of seats requested (inclusive of furnished cubicles and offices). Submitted information should be in response to the specific requirements listed below: Hoteling Requirements: The Contractor shall provide a turnkey or office services solution consisting of Class A office space. The turnkey per seat or per person office services solution shall include all equipment, furnishings, and administrative and normal support functions (receptionist, mail delivery, etc.) necessary for a normal professional office environment on a per seat basis. The Contractor shall provide all standard maintenance and infrastructure support services to include janitorial, housekeeping, snow removal, and maintenance/repair of Contractor provided office machines. Contractor response times to service requests shall be no more than one hour for requests made to personnel on site for normal professional support (e.g. mail delivery, telecommunication issues, office machine malfunctions, etc.). The contractor support staff which provide the 'face to the customer' for the general public or other off site VA and other government staff shall comport themselves in a professional, helpful, and courteous manner. The contractor is responsible for conducting business between the hours of 8:30 AM and 5:00 Monday through Friday except on Federal holidays and/or when the facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce when the facility is not closed for the above reasons. The Government shall have access to the space at all times, including the use of electrical services, toilets, lights, elevators, and Government office machines without additional payment. The Government will furnish its own office equipment in terms of computers, desktop printers, and scanners. Wireless internet access is required immediately with sufficient bandwidth to support the personnel located in the facility in which the services are provided. The normal environmental services must be provided inclusive of the normal per person pricing for the service and include, at a minimum: heat, electricity, power, water (hot and cold), snow removal, daily trash removal and janitorial, chilled drinking water, air conditioning, toilet supplies and sufficient restroom facilities, elevator service sufficient for the staff, lighting and replacement of lamps, tubes and ballasts, window washing and carpet cleaning at least monthly. Common areas sufficient for the proffered solution including lunch and break areas, and reserved by appointment conference and training space appropriate to the offered solution for the personnel at the location. The service shall include onetime set up for each individual work location for each person as the number of staff requiring "set up service" (telephone set up, mail service, and so forth) will vary slightly from time to time. Per person service for each work stating shall include: modern digital multiline phone set with voice mail; internet access via wireless; unlimited local and long distance calling, and internet cable access upon resolution of security issues and installation of VA switch. At the close of each work period, government facilities, equipment, and materials shall be secured. All space must be secured by lock and key. VA police or the Federal Protective Service shall have the right of 24/7 access to the VA space in performance of their duties. The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Government by the contractor are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate to the Contracting Officer. In the event that keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its discretion, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor. The Contractor shall prohibit the use of Government keys/key cards by any persons other than the Contractor's employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas or personnel authorized entrance by the Contracting Officer. The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. Furnishings necessary for the office environment shall include customary office items such as desks, filing cabinets, workbenches, trash/recycle receptacles, ergonomic chair and guest chair, etc., such as one would find in a modern office setting of good condition and with appropriate form, fit and function. For example, a straight backed office chair for the desk would be considered inappropriate. The contractor shall provide floor plans for the offered space and a valid Certificate of Occupancy for the intended use of the Government and shall meet, maintain, and operate the building in conformance with all applicable current (as of the date of this solicitation) codes and ordinances for the duration of the contract. Offered space shall meet the applicable egress requirements in National Fire Protection Association (NFPA) 101, Life Safety Code or an alternative approach or method for achieving a level of safety deemed equivalent and acceptable by the Government. Offered space located below-grade, including parking garage areas, and all areas referred to as "hazardous areas" (defined in NFPA 101) within the entire building (including non-Government areas), shall be protected by an automatic sprinkler system or an equivalent level of safety. Additional automatic fire sprinkler requirements will apply when offered space is located on or above the sixth floor. Unrestricted access to a minimum of two remote exits shall be provided on each floor of Government occupancy. Scissor stairs shall be counted as only one approved exit. Open-air exterior fire escapes will not be counted as an approved exit. Additional fire alarm system requirements will apply when offered space is located two or more stories in height above the lowest level of exit discharge. The Building and the provided space shall be accessible to persons with disabilities in accordance with appendices C and D of 36 CFR Part 1191 (Architectural Barriers Act (ABA) Chapters 1 and 2, and Chapters 3 through 10 of the American Disabilities Act-ABA Accessibility Guidelines). The office area shall be free of all asbestos containing materials. The space shall be free of other hazardous materials and in compliance with applicable Federal, State, and local environmental laws and regulations. TECHNICAL REQUIREMENTS: The office services solution for this location shall include the following requirements: "One (1) seat: approximately 145 square feet (SES). Must be a private office. "Three (3) seats: approximately 145 square feet (GS-15). Must be private offices. "One (1) seat: approximately 80 square feet (GS-14). Cubicle or shared space. "Two (2) seats: approximately 64 square feet each (GS-13). Cubicle or shared space. "Conference room that seats at least twelve (12) with forty (40) hours per month. "Reception area (shared). "24/7 Secure Access to the site. "Access control to the site. "24/7 managed IT infrastructure. This does not include VA infrastructure but only the contractor provided office equipment suite (copiers, fax, etc.) included as part of the service. Each of the seven (7) seats must be provisioned with: "Telephone with external phone number and voice mail. "Ethernet based Internet Access. oping to vpn1.va.gov must be 10 megabits of bandwidth available at all times. GOVERNMENT FURNISHED PROPERTY: The Government will furnish its own computer equipment (desktops, laptops, monitors, etc.) and servers. Vendors shall clearly state the address of the proposed hoteling site and the proximity the 810 Vermont Avenue address. Venders that cannot provide all specific requirements are encouraged to provide information based on as many of the specific requirements as possible; however, vendors must notate the areas in which the provided information deviates from the specific requirements. Responses should not grossly deviate from the specific requirements. VA may utilize the responses to this RFI to conduct additional market research. It is possible that the VA may invite some respondents to meet with VA officials in person for oral presentations and/or question and answer sessions. Information obtained in this information request may be utilized to assist VA in developing a Request for Quotation (RFQ) or a Request for Proposals (RFP). Please limit all responses to no more than 30 pages, 12 point font minimum, single spaced. Responses should be submitted on or before Thursday, November 14, 2013 at 1600 EST. The vendor should identify any proprietary information in their RFI responses. Proprietary materials will neither be distributed to nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. 52.215-3 REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation.
