- The United States Coast Guard (USCG) is searching for vendors interested and capable of providing technical, functional, development, and administrative support services for the active, reserve, retired, and annuitant components of the USCG, Public Health Service (PHS), and National Oceanographic and Atmospheric Administration (NOAA) combined Enterprise Human Resource system. USCG intends to solicit for this requirement under NAICS 541512. A Request for Proposal (RFP) is planned to be released within 3 months of this notice. USCG intends award to a single contractor based upon written proposals. REQUESTED INFORMATION USCG requires input concerning the businesses ability to meet all of the attached work statement requirements. Specifically: 1. Experience in planning, designing, developing, configuring, testing and implementing enterprise-wide Human Resource Management Systems. What recommendations, if any, did you make related to those projects for system design, system upgrades, configuration or customization, requirements/business process, policies and procedures? 2. Experience, processes and methodologies in: a.Providing Operations and Maintenance (O&M) support for enterprise-wide Human Resource Management Systems. b.The creation of test plans, scripts and materials for enterprise Human Resource Management Systems designed, developed, implemented, and maintained by your company. Describe your company's experience, processes and methodologies for the creation of project documentation such as user manuals and installation guides. c.Developing and conducting training for enterprise Human Resource Management Systems designed, developed, implemented, and maintained by your company. d.Configuration management and quality assurance practices in support enterprise Human Resource Management Systems designed, developed, implemented, and maintained by your company. 3. The methods, processes, or procedures your company follows to ensure the enterprise Human Resource Management Systems you design, develop implement, and maintain are free of defects and provide the required functionality based on the business requirements. 4. Experience with enterprise electronic document imaging and storage systems for Human Resource systems. For example, the Coast Guard uses ImageNow to scan HR documentation, as part of the workflow process, for personnel record and documentation management and storage. 5. Describe your experience with PeopleSoft HRMS 8.0, PeopleSoft HCM 9.1(including PeopleSoft Global Payroll), and PeopleSoft Portal 9.1 software and PeopleTools (please list what versions). Do you have any experience with PeopleTools 8.52? 6. Vendor's size status 7. Feedback on whether the attached work could be reasonably priced on a firm-fixed price basis. 8. Any other information pertinent to this sources sought as it relates to the ability to provide a solution. Supplemental materials such as brochures and product literature may also be submitted to the above email address. Vendors who responded to the sources sought notice posted on July 12, 2013 SHOULD NOT resubmit information in support of this notice. Duplicate submissions WILL NOT be reviewed. THIS NOTICE IS BEING RELEASED SOLELY FOR INFORMATION, MARKET RESEARCH AND PLANNING PURPOSES. It does not constitute an RFP or a promise to issue an RFP in the future. This NOTICE does not commit USCG to contract for any supply or service. Further, the USCG is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that USCG will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this NOTICE will be solely the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this notice. Please be advised that all submissions become Government property and will not be returned. Not responding to this NOTICE does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this notice.
