Description
Draft SOW N6893614R0017 1. This is a special notice, open to U.S. industry only, requesting brief capabilities statement package (White Papers) on how their current company(s) may be able to perform all or portions of the attached Draft Scope of Work (SOW). 2. The objective of this request is to identify the portion of U.S. Industry which may be capable of performing all or portions of the Draft SOW. 3. Background: The Naval Air Warfare Center Weapons Division is responsible for the Software Support Activity (SSA) that manages the Navy's Tactical Aircraft Electronic Warfare (TACAIR EW) systems. NAWCWD is responsible for providing systems engineering support to meet current and future EW Mission Information Engineering (MIE) capability and security protection (SP) needs, and ongoing Operational Flight Programs (OFPs), User Data Files (UDFs/MDFs/MDSs), User Data File Generators (UDFG/MDFG/MDSG), and associated software tools upgrade and release for domestic and Foreign Military Sales (FMS) customers. The outcomes to be achieved are research, design, development, integration and testing of MIE, SP and software toolsets. 4. Submittals (White Papers) should address: 4.1 The company's experience and/or ability to research, design, develop, integrate and test MIE, SP and software toolsets, and prepare prescribed documentation, as delineated in Section 3, of this Draft SOW. The scope of this effort includes: a. MIE Research and Development Tasks b. SP Research and Development Tasks c. Laboratory Development and Upgrade d. Test and Evaluation e. MIE and SP Enterprise Tasks 4.2 The company's experience and/or ability for successful implementation into the OFPs, UDFs/MDFs/MDSs, and UDFG/MDFG/MDSG through familiarity and established relationships with approving agencies such as the Naval International Program Office (NAVIPO), National Security Agency (NSA) and Defense Technology Security Administration (DTSA, and those agencies' requirements and processes for protecting sensitive data when exporting EW systems and software. 4.3 The company's experience and or ability in providing security protection solutions through their established system engineering and software development processes, their ability to utilize current and new technology, and the ability to develop and implement software and complex algorithms in a commonly available software environment. 5. This notice is not to be construed as any type of request for proposal. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. Any responses received will not be used as a proposal. 6. Submissions will be considered up to and including SECRET. Companies are to adhere to the National Industrial Security Program Operating Manual (NISPOM) procedures for the transmittal of classified responses. Company responses are to include a name and telephone number of a point of contact having the authority and knowledge to clarify responses with Government representatives. All questions must be submitted, in writing via email to the Contract Specialist (CS), within the first 15 days of this posting. White papers are limited to a maximum of 10 pages. This notice is part of the Government's market research, a continuous process for obtaining the latest information on the "art of the possible" from industry with respect to their current and projected abilities. The information collected may be used by the Government to shape its future business strategies for MIE & EW requirements. Information received as a result of this request will be considered as business sensitive and will be protected as such. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. If respondents wish Government support contractors to sign a non-disclosure agreement, please include the form in the response. The Government will not use any proprietary information submitted to establish the capability, requirements, approach, or solution so as to not inadvertently restrict competition. 8. Only U.S. companies doing business in or based in the U.S. will be permitted to respond to this request. Responses to questions from interested parties will be answered and provided equally to all interested parties 10 days prior to the ending of this 30 day announcement. Any questions that involve the release of proprietary information (or the answer addresses a question peculiar to a company or that company's possible solution) will be answered in general terms as determined by the technical POC. 9.
