- MOA - Complete, sign, and return to Ms. Knobeloch. JFAST is the primary tool utilized within the Joint Operation Planning and Execution System (JOPES). JFAST is used to view, edit, and analyze transportation requirements; perform course of action (COA) analysis; and evaluate "what-if" scenarios and project delivery profiles of troops and equipment by air, land, and sea. JFAST is used primarily during the planning phase of Operation Plan (OPLAN) development to determine transportation feasibility. JFAST schedules military units from their installations to airports and seaports of debarkation within the theater of operations. JFAST accepts Department of Defense (DOD) transportation movement data via the Global Command and Control System (GCCS) Joint Operation Planning and Execution System (JOPES) Time-Phased Force and Deployment Data (TPFDD). These requirements are coupled with data from the Joint Strategic Capabilities Plan (JSCP) that provides planning data regarding airlift and sealift assets. It then models the movement of these requirements using the identified assets and transportation infrastructure constraints to arrive at a predicted deployment profile. The JFAST requirement has 11 task areas: Contract Management, Requirements Management, Support for Design and Development, Software Maintenance, USTRANSCOM Site Support, Interoperability and Supportability, Security Engineering and Cyber Security Requirements, Support for Annual JFAST Contingency Plan Review, Configuration Management, Enhancements, and New Modernization Capability. The majority of the first three periods of performance will involve web-enabling JFAST (modernizing) under the New Modernization Capability task area. Once the modernization is completed in the second option period, only sustainment of JFAST is expected throughout the third and fourth option periods. The period of performance, which begins on 1 April 2014, includes a six-month base period and four one-year option periods, ultimately ending on 30 September 2018. The place of performance will be at the Contractor's facilities and at Scott AFB, IL. Expected solicitation release date is 22 November 2013 with proposals due 23 December 2013. The Presolicitation and Solicitation documents are currently going through internal review, but it is anticipated that this requirement will be a small business set aside. A technical data package will be available for this requirement. Offerors interested in obtaining a copy of the Technical Data Package must sign the Memorandum of Agreement that is attached to this notice and send to Ms. Knobeloch. The Technical Data Package will be available on CD/DVD and may be picked up from USTRANSCOM/Building 1900W, Scott AFB, IL or can be shipped via FedEx.
