Description
NASA/MSFC plans to issue an Invitation for Bids (IFB) for the requirement 'Replace Asbestos Siding on Buildings 4755 and 4619'. The work to be performed consists of providing all labor, equipment, and materials necessary to replace the exterior asbestos-transite siding on Building 4755 (Hardware Development Facility) and Building 4619 (Structures, Dynamics, and Thermal Vacuum Lab) with new insulated metal siding that will provide safer, healthier, and more energy efficient facilities. This project will incorporate sustainable design principles to reduce life-cycle costs, implement pollution prevention, minimize impact on natural resources, and maximize occupant health, safety, and productivity. The magnitude of the procurement is greater than $10M, and the effort shall be completed within 425 calendar days after notice to proceed. This procurement is a total small business set-aside. Award of this project is contingent upon the availability of funds. The NAICS Code and small business size standard for this procurement are 236220 and $33.5M in average annual receipts, respectively. The anticipated release date of the IFB is on or about November 19, 2013, with an anticipated closing date of on or about December 18, 2013. The firm date for receipt of bids will be stated in the IFB. The specification/drawing package supporting this requirement will be posted with the solicitation. Potential bidders (including potential subcontractors) that would like for their contact information to appear on a source list may provide that information to this office. Contact information must be provided in writing and contain the solicitation number, company name, point of contact, e-mail address, and phone number(s). Contact information may be submitted via e-mail. All such information will be included on a source list and be posted with the solicitation. A source list (if generated) will include contact information received before the date/time the solicitation is issued but will not be updated. All responsible sources may submit a bid which shall be considered by the agency. Safety records of the prime contractor and subcontractor will be a consideration at award time, and the prime contractor must have an EXPERIENCED MODIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package. The prime subcontractors EMR rating shall be no more than 1.1. NASA Clause 1852.215-84, Ombudsman, is applicable. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities page is http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=. Prospective bidders may notify this office of their intent to submit a bid. It is the bidder's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential bidders will be responsible for downloading their own copy of the solicitation (to include the specification/drawing package) and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has not been scheduled at this time. Site visits may be arranged during normal duty hours (8:00 AM - 3:00 PM local time) by contacting Pam Davis at (256) 544-7861. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
