- This is a Request for Information (RFI). This is NOT a Solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified vendors. Your response to the information requested will assist the Government in determining the appropriate acquisition method. If your company is able to provide the requested software products identified in this notice, submit a capability statement for consideration. Interested parties are expected to review this Notice in order to understand the Government's requirement. A determination by the Government to make an award based upon the responses to this Notice is solely at the discretion of the Government. Requirement : The Defense Threat Reduction Agency (DTRA) Special Programs Division (CXQ) has a requirement for an Information Technology Solution (software) in accordance with the following specifications: 1. Provide a Geographic Information Systems (GIS) Software. The Government requires a GIS software - a very unique and highly specialized software. This state-of-the-art GIS software will be used for geographical charting, data layering, and various other geospatial type visualizations. This GIS software should be compatible with other hardware/software systems. Specifically the software should be compatible with ESRI ArcGIS to allow for seamless data transfer and promote project collaboration. Maintenance and support including updates and patches should also be included. 2. The following capabilities of the GIS software are required by the Government: • Desktop Version • Spatial Analysis • Data Management • Mapping and Visualization • Advanced Editing • Geocoding • Map Projections • Advanced Imagery • Data Sharing • Customization Capable • 3D GIS • Publishing Abilities • Analytical Tools • PDF Export • Conversion Tool for Excel • Security of all Data Responses : Vendors possessing the ability to provide the software as stated are invited to provide information to contribute to this request for information/sources sought. Interested vendors should address within their electronic responses the following: 1. Company name, address, point of contact, telephone number, email address, business size and small business status such as disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Service Disabled Veteran Owned. 2. Indicate your company's ability to provide products through a contract vehicle such as a Federal Supply Schedule (ex. GSA, NASA SEWP, or another federal government contract vehicle) or via open market. Responses shall not exceed five (5) pages. This page limit is inclusive of all attachments, charts, etc. (single-spaced, 11 point font minimum). The response should clearly state the firms' ability to provide the products and services required in this notice. Please submit responses to this Request for Information electronically (via e-mail) to David Baer, Contract Specialist, at david.baer@dtra.mil in MS Word or PDF no later than 3:00PM (EST) on Tuesday, November 5, 2013. The e-mail subject line must specify RFI-10103. Facsimile responses will not be accepted. CAPABILITY STATEMENTS RECEIVED AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED.
