Description
DRAFT PWS - for info purposes only - may change prior to solicitation PURPOSE OF THIS ANNOUNCEMENT : This announcement constitutes a pre-solicitation synopsis of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. PLANNED SOLICITATION : The US Army Corps of Engineers, Charleston District intends to issue a solicitation for the services listed below. The solicitation will be issued NO SOONER than 15 days from the posting date of this pre-solicitation announcement. Currently, however, it is estimated that the formal solicitation could occur anytime before January 31, 2014. The solicitation will be a Request for Proposals (RFP). Proposals will be due no less than 30 days from the solicitation date. The solicitation and any subsequent amendments will be posted to FedBizOpps (FBO) at www.fbo.gov. The solicitation documents will only be made available in electronic format, downloadable from FBO. No CD-ROMs or hardcopy documents will be distributed. Interested parties must be registered in FedBizOpps and the System for Award Management (SAM) at www.sam.gov in order to view or download the solicitation documents. It is the responsibility of the interested parties to appropriately register SAM & FBO and to monitor for notices, amendments, etc. Prospective Offerors are advised, to be eligible for award of the contract resulting from this solicitation requires an active SAM registration, to include satisfactory completion of the applicable online representation & certifications. COMPETITIVE 8(a) SET-ASIDE : This acquisition will be an 8(a) competitive set-aside pursuant to FAR 6.204 & FAR 19.805. The NAICS Code selected for this acquisition is 541511, Custom Computer Programming Services. PLANNED CONTRACT INFORMATION : The intent is to issue a Multiple Award Task Order Contract (MATOC), consisting of three (3) to five (5) Indefinite Delivery Indefinite Quantity (IDIQ) contracts for Firm Fixed Priced (FFP) services. The planned duration for this contract is a total of five years, consisting of a one year base ordering period plus four options for ordering periods of one year each. The anticipated capacity of the resulting MATOC is $4,200,000. The contract value will be a "not to exceed amount (NTE)". Task Orders will be issued as needed, and will follow fair opportunity procedures pursuant to FAR 16.505(b)(1). INFORMATION ABOUT THE SERVICES TO BE PROCURED : The intent of this solicitation is to acquire services support for with regards to Geographic Information Systems (GIS) & related Information Technology (IT) development & support. The program will presents a situation in which there will be multiple requirements over time, often times reoccurring in nature. The Contractor(s) shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary. Full details will be provided in the final Performance Work Statement (PWS), which will be posted with the RFP. At this time a DRAFT copy of the PWS is provided (attached within this announcement). The DRAFT PWS is for informational purposes only and may change before the formal RFP. PLACE OF PERFORMANCE : The places of performance will primarily be at the USACE Charleston District Headquarters in Charleston, SC. Work may also be required at various other Government facilities throughout South Carolina. Travel to other locations outside this area may be required on a short term basis for isolated temporary assignments.
