Description
This project is for the replacement of the existing Visual Approach Slope Indicator (VASI) System with a Precision Approach Path Indicator (PAPI) System serving Runway 27L at Oakland County International Airport, Pontiac, Michigan. The contractor shall provide all labor, supervision, materials, and equipment to perform the project in accordance with the contract clauses, drawings, and specifications. The contractor shall coordinate the exact sequence of work with the airport authority through the Contracting Officer s Representative (COR) prior to construction and shall provide updated construction schedules at the preconstruction conference and upon request. Contractor shall hold a tailgate safety meeting prior to commencement of work each day, in the presence of the COR, to discuss possible safety hazards and mitigation. The work shall include, but is not limited to: 1. Submit request for FAA assistance to locate existing FAA owned underground utilities and cabling. Contact all local utility companies to locate and mark other existing buried utilities near the construction zone. 2. Contract a registered land surveyor (RLS) to layout and stake PAPI Lamp Housing Assembly (LHA) and PAPI Power & Control Unit (PCU) equipment rack locations. 3. Install 3 tall orange snow fence along border of Runway 27L RSA in the immediate vicinity of the work locations. 4. Remove existing VASI LHA s and their associated concrete foundations. Turn equipment over to the SSC foe excessing. Repair disturbed sod areas by placing compacted topsoil, grading the area, and seeding per specifications. 5. Remove existing power and control cables to 2 feet below existing grade. 6. Construct reinforced concrete foundations for PAPI LHA s and for the PAPI Power and Control Unit Rack. 7. Install four PAPI LHAs on frangible mounted EMT conduit supports on concrete foundations. 8. Install PAPI power and control cables in 2 PVC conduit from the PAPI LHAs to the PAPI Power and Control Rack. Install power cables in D.E B. trench from the new PAPI Power and Control Rack to existing handhold. Splice new to cables to existing at handhold. Hydo-excavate within 5 feet of existing electrical cables. 9. Install all the electronic components at the PAPI Power and Control Unit Rack and connect to the PCU. Install Remote Light sensor at PAPI Power and Control Unit Rack. 10. All power and control cables shall be tested for continuity per specifications after installation in the presence of the COR. A written record of the test results for all of the conductors shall be delivered to the COR. 11. Install perimeter grounding conductor around LHAs and PAPI Power & Control Rack. Test grounding system per specification FAA-GL-918D. A written record of the test results shall be delivered to the COR. 12. Construct compacted crushed rock plot around PAPI LHAs and PAPI Rack. 13. Aim PAPI LHAs. 14. Verify PAPI will operate normally on local control. Adjust photocell to point North and test photocell. 15. Install labels on electrical equipment and junction boxes per specifications. Install weatherproof labels with minimum 4 tall lettering, red on white background showing aiming angle and unit number (i.e., LHA #1, 3 30 ). 16. Implement and maintain a quality control plan to ensure contract compliance. 17. Restore any asphalt pavement damaged by construction equipment and grade and seed turf areas disturbed by construction activity performed under this contract. Furnish and install new topsoil and grade affected areas as directed by COR. 18. Cleanup site on daily basis. Provide sweeper to clean debris from pavement surfaces during construction. 19. Participate in Contractor s Acceptance Inspection (CAI) with COR and PTK FAA SSC representative(s). Contract performance time is 20 calendar days, with an anticipated start date of May 14, 2014. The estimated price range for this procurement is between $100,000 and $250,000. INTERESTED FIRMS MUST HAVE SUCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK AT AN OPERATIONAL AIRPORT.
