- This modification to pre-solicitation VA248-14-R-0030; Project# 546-14-107 "Refurbish GI and Post Operatory Area 7th Floor" is to incorporate the Request for Information and Government Responses. All other terms and conditions remain unchanged. See below ¦ Request for Information (RFI) LOG; Miami VA Healthcare System 1. 13-Oct-13 Question: Does each discipline that seals drawings have to be licensed in FL? Architects and Engineers?....or just one. Govt. Response: The only discipline that the State of Florida license is not required is the Electrical P.E. since the code for electrical is national. Everything else should be FBC; therefore Florida license. 2. 14-Oct-13 Question: We have a question about this solicitation and the actual place of performance. We believe it is at the VAMC Miami, in reading the details of this solicitation. Are we correct in our interpretation of the information below? Please confirm. Govt. Response: You are correct. The place of performance is the VAMC Miami. 3. 14-Oct-13 Question: Since the Solicitation is a 100% VDOSB set-side, should additional consultant firms on the team, if we desire to include some to strengthen the team, also be SVDOSB certified? Govt. Response: The firm must be an AE Firm and SDVOSB. Consultants do not have to be SDVOSB as long as you are meeting the 50% of work required by the FAR for the SDVOSB. Information below was pulled directly from the SBA website. "There are some limitations on subcontracting that a SDVO SBC Prime or Sub-contractor can subcontract for: oServices Contracts (Except Construction): ?50% of the contract performance incurred for SDVO SBC personnel oSupply Contract: ?50% of the cost of manufacturing the supplies oGeneral Construction: ?15% of the contract performance incurred for SDVO SBC personnel oConstruction by Special Trade: ?25% of the contract performance incurred for SDVO SBC 4. 14-Oct-13 Question: Also, are there any page limitations to the submittal? Especially, with regard to Section H of the SF330. Govt. Response: All page limitations, if any, are listed on the announcement on FBO.gov. The SF 330 is limited to 100 single-sided pages. Minimum font size is 10 point. 5. 16-Oct-13 Question: Is there an estimated cost of construction available for this project? Govt. Response: The estimated magnitude of construction is between $25,000 and $100,000. The period of performance for design is 120 Days.
