- This is a combined solicitation/synopsis for a brand name or equal requirement for the Naval Medical Center, San Diego. This is being solicited as a full (one hundred percent) small business set-aside. The required medical devices are SenStar Treatment links. SenStar Treatment links are to be used in conjunction with TMS therapy that is provided to patients undergoing treatment for depression. This is an expedited requirement under the authority of FAR 13.106 (2)(b) for the continuity of medical care. The closing date for submitting proposals is November 7, 2013 at 12:00PM, Pacific Standard Time. The delivery date of this requirement is November 8, 2013. This electronic announcement constitutes the only request for quotations. No further solicitations will be issued. The solicitation number is N00259-14-T-0014. This solicitation incorporates provisions and clauses that are in effect through FAC 2005-74. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at the following web address: http://acquisition.gov/far. The North American Industry Classification System (NAICS) Code for this acquisition is: 334510 Size: 500. This solicitation is restricted to small businesses solely. All interested Vendors shall submit quotations electronically by email to sandra.kretschmar@med.navy.mil or by facsimile at 619-532-5596, ATTN: Sandra Kretschmar. E-mail submissions are limited to 2MB. The submitter should confirm receipt of facsimile and email submissions. Quotations MUST be received on or before November 07, 2013 at 12:00PM, Pacific Standard Time to be responsive. All other offers will be considered non-responsive and shall not be considered. Naval Medical Center San Diego requests responses from qualified sources capable of providing the following items: CLIN 0001: SenStar Treatment Links, quantity: 6 package of 50 each to include shipping costs CLIN 1001: Quantity Option, SenStar Treatment Links, quantity 6 packages of 50 each to include shipping costs CLIN 1002: Quantity Option, SenStar Treatment Links, quantity 6 packages of 50 each to include shipping costs CLIN 1003: Quantity Option, SenStar Treatment Links, quantity 6 packages of 50 each to include shipping costs CLIN 1004: Quantity Option, SenStar Treatment Links, quantity 6 packages of 50 each to include shipping costs The following are material salient characteristics that must be met in order for a quotation to be considered responsive: 1. Brand name (SenStar) or equal is required in which to accommodate the existing equipment Government owned equipment. 2. The material must be warranted against manufacturer defects. The following factors shall be used to evaluate offers: 1) Delivery Schedule; 2) Salient features as described herein; and 3) Price. When combined, delivery schedule and salient characteristics outweighs price in importance. Other qualifications that must be met in order for a quotation to be considered: 1. The Government will only consider firm fixed-price quotations. 2. Bidders must complete and submit quotations IAW FAR provision 52.212-3. 3. Bidders must be registered in the System for Award Management (hereafter SAM) prior to all awards. The website address for SAM is www.sam.gov. A Data Universal Number System (DUNS) number and cage code is required to register.
