Description

The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico intends to negotiate a contract under the authority of The Federal Acquisition Regulations (FAR) Part 12 "Acquisition of Commercial Items" and Part 15 "Contracting by Negotiation". This acquisition is to provide for a Transitional Housing Program for Homeless Veterans. Such service shall provide for: safe and secure housing where case management, therapeutic activities (such as individual counseling, substance abuse counseling, vocational services, and living skills training) nutritional meals, medications, administration, housing assistance, recreational activities and transportation to medical appointments and/or any case management related activities. Furthermore, such program shall provide for a variety of services that promote housing stability and activities that play a key role in overall health care services. Interested parties shall provide the following information/documentation for Government evaluation: 1. Company profile to include: Company name and address, Business Size (large or small) identifying any socioeconomic category they fall into such as: Service Disable Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned, Hubzone, or 8 (a), etc., proposed key personnel intended for possible contract performance, and any other pertinent information which demonstrates firm's ability to meet the above requirement. a. Interested parties are reminded that to qualify as a Small Business under any socioeconomic category, in the event a set aside is done for any of these small business categories; at least 50% of the cost of personnel for contract performance shall be spent on employees of the small business concern in the appropriate socioeconomic category. 2. Detailed business plans, strategies, and capabilities, to include information on infrastructure capacity (facility intended for use), are hereby requested, that thoroughly explain how interested parties shall accurately provide for the before-mentioned program (in Puerto Rico). Such shall be provided in a fashion that can evidently comply with all regulations to include sub-contracting limitations. MOREOVER, IF COMPANIES FAIL TO ADDRESS INFORMATION REQUESTED ABOVE, THEY WILL NOT BE CONSIDERED A RESPONSIBLE SOURCE. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package is available at this time. A determination by the Contracting Officer on the type of set aside to be used will be based on responses to this notice and is solely within the discretion of the Government. Applicable North American Industry Classification System (NAICS) for this acquisition is 624229 titled: "Other Community Housing Services" and its size standard is $14.0 M. Expressions of interest shall include documentation of company capabilities in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Since this is a sources sought announcement, no evaluation letters will be issued to participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. Due date for submission of company capabilities, is Friday, November 8th, 2013 by 12:00 PM, (Atlantic Standard Time).
