- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Park Service, Santa Fe Major Acquisition Buying Office intends to award a contract for radio tower rental at the Port Mansfield Channel located in Port Mansfield, TX for Padre Island National Seashore (PAIS). This contract will be issued with One Base year and Four Option years. Padre Island National Seashore is located in a remote area in the State of Texas. Because of this, PAIS have major smuggling routes running through the Park. This makes communications systems a critical life and safety issue for NPS/PAIS law enforcement personnel and park personnel. In many of these areas, the parks radio system is the only communication system that provides coverage in the park. Communications with the Department of Homeland Security (DHS), Kleberg County Sheriffs Office and various LE Dispatch operations in Texas is a critical life and safety for LE personnel along the US/Mexican border. DHS, which includes the Border Patrol and Customs/Immigration, is in the process of converting their radio system along the entire US/Mexican border to P-25 narrowband digital; and this conversion is currently impacting critical law enforcement communications between the border agencies. This system is digitally encrypted and utilizes Over the Air Re-keying (OTAR) for downloading encryption keys. The Port Mansfield Tower located to the South of North Padre Island is the only radio tower system in the area that would allow for communications with Kleberg County Sheriffs office, and DHS sites. The need for radio communications requires a provider that is familiar with, and can follow, and enable PAIS to communicate within the park and with Federal and State agencies. Radio communications in most incidents is the only way personnel can communicate at PAIS. Cell phone service is nonexistent and satellite phones may or may not work. The need is for a provider with experience and knowledge of providing radio tower capability in the Corpus Christi, TX area. American Tower Corporation is the only known radio tower company close enough to North Padre Island to provide the radio communication service that is necessary for all communications in the park. For these reasons, the selection of this vendor should save the government both time and monies in obtaining the necessary services. Authority for this award is 10 U.S.C. 2304(1), FAR 6.302-1(a) (2) Only one Responsible Source and No other Supplies or Services will Satisfy Agency Requirements and 6.302-2 Unusual and compelling urgency. The sole source justification for this award will be provided upon request.
