- SOURCES SOUGHT SYNOPSIS: This Sources Sought announcement is part of a market survey for information to be used for preliminary planning purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS, THERE IS NO RFP CURRENTLY AVAILABLE, AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The US Army Corps of Engineers, Alaska District is seeking sources for the design and construction of an Electrical Tie-in and Heating System at Clear AFS, Alaska. The purpose of this sources sought synopsis is to gain knowledge of interest, capabilities, and qualifications of various general contractors in order to make an appropriate acquisition strategy for the above project. The Government intends to use responses to this sources sought synopsis and appropriate contracting and business processes to ultimately award a prime contract for the required services. Interested sources must state whether they are capable of providing services required for design and construction of the facility. The Government must ensure there is adequate competition among the potential pool of available contractors. The proposed acquisition/s will consist of design and construction of the aforementioned Electrical Tie-in and Heating System at Clear AFS, Alaska. PROJECT INFORMATION: The project includes the following features: 1. 4160V feeders and switchgear facility to connect Clear AFS to commercial power at a new substation adjacent to the existing CHPP. GVEA shall connect (under a separate contract) 138 KV Feeder to the transformers installed under this contract at the substation. 2. 4160V feeders from the switchgear facility to tie into existing Base electrical distribution system (bypassing the Central Heat Power Plant). 3. 1 MW standby generator with stand alone fuel supply (oil) to provide emergency power to all facilities in the composite area at Clear AFS. 4. A decentralized medium pressure steam (approximately 70 PSI) heating system connecting to the existing building steam distribution network. The medium pressure steam boilers shall be oil fired and located at more than one location to maximize the overall heating efficiency as well as cost effectiveness. 5. Fuel storage along with associated appurtenances for the medium pressure steam boilers. 6. Project will meet requirements of the Energy Policy Act of 2005. ESTIMATED CONSTRUCTION RANGE: Between $6M - $10M for the project. ESTIMATED DURATION: 420 days. North American Industry Classification System (NAICS) code is: 236210. Small Business Size Standard is $33.5 million. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the contract work with its own employees. All technical evaluation factors and sub-factors have not been assigned at this time. Past performance of responders will be evaluated. Responses to this synopsis for the following questions are sought from prospective prime contractors. Responses shall be limited to 5 pages. • Offeror's name, address, point of contact, phone number, and e-mail address. • Offeror's statement of interest in proposing on the solicitation/s as a prime contractor when issued. • Offeror's capability to perform a contract of this magnitude and complexity (include offeror's capability to execute the required construction, comparable work performed within the past 5 years with a brief description of each project, customer satisfaction, and dollar value of each project). • Offeror's type of business and business size (i.e., large business, small business, HUBZone small business, service-disabled veteran-owned small business, 8(a), or women-owned small business) • Offeror's Joint Venture information, if applicable, existing and potential. • Offeror's bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). • Offerors (other than small businesses) should also provide their assessment of the degree of involvement by small business subcontractors, stated as a percentage of subcontracted dollars. • Interested firms shall respond to the Sources Sought Synopsis requirements for this project no later than 2:00 p.m. Alaska Standard Time, on 15 November 2013. All interested contactors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/), formerly the Central Contractor Registration (CCR), to be eligible for award of Government contracts.
