- This is a sources sought notice to gather market survey data to determine the number of interested firms that are both Large and Small Businesses. The USDA Forest Service, Deschutes National Forest is anticipating issuing a solicitation for the following: Cascade Lakes National Scenic Byway Welcome Station Project. The Cascade Lakes National Scenic Byway Welcome Station project is located near the junction of the Cascade Lakes National Scenic Byway (NSB) - Century Drive/County Highway 46/State Highway 372 and Conklin Road (Forest Service Road 41). Directions to the project site are as follows: • From Bend city center follow the Cascade Lakes Scenic Byway (Hwy 46) west toward Mount Bachelor. A mile past the Widgi Creek Golf Club is the left-hand (southerly) turn onto Conklin Road (FS Road 41). Just past this intersection, off to the right (northerly), is the intended location of the Welcome Station. • Township 18S, Range 11E, Section 21 SE, WM The Welcome Station will provide scenic byway, general recreation, Forest information and conservation education messages through interpretive displays. The scope of this project is to provide new construction on a 2,083 sq. ft. single story, stick framed building with composite roofing. The facility will be Architectural Barriers Act (ABA) compliant, energy-efficient, and designed to have a low impact footprint on the site. The structure will be compatible with the surrounding environment, visible from the byway, and compliment the surrounding landscape character. Work includes but is not limited to the following construction methods and descriptions; outside landscaping including patios, rock walls, pathways, signage, paving of parking lot and entrance road, vault toilet and drain field. The exterior of the building will be wood siding with rock fascia; the interior will be painted gypsum board finish. The earthwork at the site will consist of clearing and grubbing, construction of entrance road and parking lot, ABA compliant trail development, and general earthwork for construction of a building with septic system. The electrical system will include; security system, access control system, fire alarm system, IT system, outlets, lighting, water and irrigation controls. A requirement for this project is an Electronic Document Submittal Service used for submittals, reporting, requests for information (RFI's), progress documentation, contract modifications, and many other documentation aspects that all parties may utilize for construction management. Example systems are Buzzsaw, Constructware, Submittal Exchange, or service approved by Contracting Officer. If you have performed this type of building construction and are interested in the project, please provide the following information for Cascade Lakes NSB Welcome Station: 1. Company name, email address, phone number, and point of contact. 2. Type of equipment, crew size, qualifications, confirmation of Large or Small Business. 3. Experience with an Electronic Document Submittal Service 4. Verify you are currently registered in the System for Award Management (SAM) at www.sam.gov website, a requirement to conduct Federal Business. 5. Verify you have completed the On-line Representation and Certifications Application (ORCA) in the (SAM) website. A bid guarantee and performance/payment bonds are required; bonding up to $3 million capability will be required. The particulars of the project are currently being analyzed by engineering and contracting; as a result, required work may change in regards to the solicitation. It is anticipated that work will be started the spring of 2014. The NAICS code is 236220, size standard is $33.5 million. Estimated price range is between $1,000,000 - $5,000,000.
