- Group 1 Questions and Responses 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 335999 which has a corresponding Size standard of 500. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. PROGRAM DETAILS: 2.1 Air Force Air Combat Command (ACC) has requested the development of a 450 volt high voltage power supply to replace the aging, non-regulated, linear supply for the AN/MSQ-T43(V) Modular Threat Emitter (MTE). This Sources Sought will help determine what responsible sources exist to assist the Air Force develop a 450 volt, adjustable, regulated, linear, high voltage power supply for the AN/MSQ-T43(V) MTE. 2.2 If awarded, the contract type is expected to be FFP with an anticipated Period of Performance (PoP) of 10 months. The expected production run plus prototypes will be 20-25 units. 2.3 The MTE is a ground based, mobile, manned, radar training simulator used by the Air Force to train pilots in evasive and countermeasure tactics when threatened by surface to air missiles and anti-aircraft guns. It consists of an operations shelter and a radar pedestal with two high power transmitters. The power supply to be replaced is currently a fixed output, non-regulated, linear supply with a nominal voltage output from 450-470 volts. The replacement supply shall be an adjustable, regulated, linear, supply capable of operation at temperatures from -30 C to 55 C and humidity as high as 95% non-condensing. The AC power source for the system is 3-phase commercial power or by mobile, high power generator. The power supply shall be disabled when certain radar faults occur and shall, under limited fault conditions, sink excess modulator bucking current. 2.4 In addition to the design and manufacture of the power supply, this effort requires the contractor to provide field integration support, First Article Test (FAT) and Site Acceptance Test (SAT) in addition to commercial manuals, engineering drawings, support with Technical Order change pages and contractor sponsored PDR, CDR and PCA. 2.5 Respondents whose manufacturing capability meets the USAF requirements will be noted, their response retained and will be notified of any subsequent Requests for Proposal (RFP). The information received will be utilized by the Air Force in developing its acquisition strategy, Statement of Objectives, Statement of Work, Purchase Description and Specification. 3. DISCLAIMER: 3.1 All costs associated with responding to this SSS will be solely at the responding party's expense. 3.2 The Government requests that non-proprietary information be submitted in response to this Sources Sought. However, should proprietary information be submitted, it should be marked "PROPRIETARY," and will be handled accordingly. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked and clearly identified in accordance with the applicable Government regulations. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information or trade secrets should be clearly identified. 3.3 The information in this notice is based on current information available to date.
